The delicate situation involves the possible acquisition of 15 acres from Granite School District, provided West Valley can obtain the money to buy the property. The city has received a $200,000 grant from the Bureau of Outdoor Recreation for park development, but must match that figure to use the money. City officials have been counting on Community Development money as the source of the matching funds and set aside $244,000 for in mid-Februa- that purpose. But, to use the money for that pur pose, the area must qualify within the low to moderate-incom- e standard established for Community funds. Development A survey of the area is being conducted to determine whether it qualifies. The survey is about half completed, Day said. The dispute, and resulting explanation that a lack of communications caused the dispute, involved the actions of various commission members and Day - in connec- - -- tion with the acquisition of the property. Commissioner Renee Mackay, whose portfolio includes Parks and Recreation, she had said negotiated with Dr. William Leiter of the Granite School District about the terms for acquiring the property. Those terms, according to a contract pay a $10 down payment for the land, plus 12 percent interest on the $444,000. Since CD money could not be used (if at all) until October, the interest would amount to $4,000 per month, commission members said. The mayor said he did not tell Dr. Leiter the city was no longer interested in the property, as the commissioners suggested.
