With having been designated as International Year of Disabled Persons, the Salt Lake County Commission has 1981 American Viewpoints City officials here o the dancing ordinance after a flaw nullified the legality of the original document. Because of that flaw, the ordinance was ruled illegal last week in Third District Court by Judge Bryant H. Croft. Croft ruled that the error in the document -which said the ordinance would become effective on Jan. 1, 1980, six months before the city came into existence -voided the law. The go-gdancer orgo-g- appointed was being challenged by attorneys for dancers and their booking agents. As passed for the second time, the go-gdancer ordinance will become effective on Feb. 1, allowing enough time for the district court to evaluate its contents and the arguments of both the city and the booking agents, City Attorney Ron Greenhalgh said. To help the citys position in court, the city commission also altered another provision in the ordinance, lowering the bonding fee required for dancers. o The commission lowered that amount from $750 to $250. Dancers are required to post a bond when obtaining a business license. The bond would be forfeited if a dancer were found to be in violation of the ordinance. Greenhalgh said the $750 figure might be viewed as oppressive in court since bonding companies are unlikely to bond a dancer for that much. He added, however, that few companies probably would be willing to post a $250 bond either. The main provision of the ordinance that has aroused the opposition of dancers and their agents is a requirement that dancers wear a bikini top rather than pasties. Another court case involving a city ordinance, this one dealing with West Valleys attempt to prohibit the sale of drug parapher- nalia within city limits, has been set for Feb. 6 in federal court. In other commission action, city officials approved a request by the Bobby Sox League to use the West Valley City logo on its uniform. An ordinance governing taxis and a petition from cab companies to operate within the city limits were continued until Thursdays meeting. Wilbern L. McDougal will take the reins of president of the Utah Association of Realtors during the organizations winter convention here this weekend. The president of McDougal Realtors, he will president over a convention that gets under way tomorrow (Friday) and runs through Saturday. Findings will be reported and recommendations will then be made. In the transition plan, the council will identify and prioritize the structural changes that are deemed necessary to make county buildings accessible to the handicapped. Documents are required by the federal government to demonstrate that county agencies receiving federal ficials said, adding that the group has formed three to examine specific areas. The personnel subcommittee is reviewing Salt Lake County employment practices, while the facilities review panel is looking at structural accessibiliand ty of county-owne- d county-leasebuildings. County officials said the process is not expected to be an easy one, explaining that many county buildings are old and were not designed for access by all people.
