CONSTITUTIONAL AMENDMENT A JOINT RESOLUTION PROPOSING TO AMEND ARTICLE VII OF THE CONSTI- TUTION OF THE STATE OF UTAH BY ADDING A NEW SECTION, NUMBERED SECTION 24, GRANTING TEMPORARY EMERGENCY POWERS TO THE LEGISLATURE IN THE EVENT OF WAR OR EMERGENCIES CAUSED BY WAR SUCH AS ENEMY NUCLEAR, ATOMIC, OR SIMILAR BOMBING ATTACKS. Be it resolved by the Legislature of the State of Utah, two-thirof all members elected to each of the two houses voting in favor thereof: Section 1. It is proposed to amend Article VII of the Constitution of the State of Utah by adding a new section thereto designated. Section 24, to read: Notwithstanding any general or special provisions of the Constitution the legislature, in order to insure continuity of state and local governmental operations in periods of emergency resulting from disasters caused by enemy attack, shall have the power and the immediate duty (1) to provide for prompt and temporary succession to the powers and duties of public offices, of whatever nature and whether filled by election or appointment, the incumbents of which may become unavailable for carrying on the powers and duties of such offices, and (2) ds Barbara Ann Clark, daughter of Mr. and Mrs. James R.
