At said hearing any interested person shall be heard and any owner of property to be assessed pursuant to this resolution shall be heard upon the question of whether his property will be benefited by the proposed improvement to the amount of the proposed assessment against his property and on the question of whether the amount assessed against his property constitutes more than his improper proportionate share of the total cost of the provement concerned. Section 8. That this resolution shall be published in full one time in the Valley View News, a newspaper published and of general circulation in Salt Lake County. This resolution as so published shall be accompanied by a notice in the form attached hereto as Exhibit A. A copy of such notice shall be mailed to the last known address of each owner of land within the district whose property will be assessed for the cost of improvement. The address to be used for such purpose shall be that last appearing on the real property assessment rolls of Salt Lake County.
