earl ear to reorganize this territory by b the appointment of new civil en il officers and at the same time he ordered a de latch ment ent of the army to this point to perform the oid ordinary inary military duties and to act as a military posse po se upon the requisition ri of the proper civil officers iahn th general in in command of this de received written orders de 1 signaling his duties and forbid lD mg him ats jus officers or men to attack any body of citizens whatsoever except upon requisition or in in sheer self debence the president was induced to persue this coarse of action in in consequence of statements made by men aiho had lived ined in in your 3 our midst and the seditious Ian language guage used by some of your 5 our writers and public speakers in ill this ibis connection is is pry r to refer you to the following clause conte tita ined in the e proclamation of the d eai t the military force foreknow now in in utah and hereafter to be sent there will not bo be withdrawn until the inhabitants of that territory shall manifest a proper sense of the duty which they owe to tins this government in view of this clause every honorable citizen of this territory must feet feel the presence of the army as a reproach upon his patriotism it therefore behaves behoves begov es you to avoid even the semblance of disloyalty for in in your our present condition it is is not sufficient that you ou manifest a proper sense of that duty which you owe to the government but public opinion must be satisfied of your v our loyalty lo 10 ally it would w be unreasonable under existing circumstances to expect that the transient tran lent population now here will exercise any influence to hasten the removal of the army arm a removal contrary to their pecuniary interest nor you 5 ou expect that they will undertake tho the task of 5 your our v vindication indication the public press and private correspondence pon dence will finally reveal the truth with ith regard to your our community this must be a dorkof work of time and therefore I 1 believe that the detachment of the army arm now stationed here will enjoy your our line fine mountain climate clu and have ample time to perfect that discipline for which as a corps it is ia even now greatly distinguished the postmaster general has invited proposals for the transportation of your domestic mails and I 1 hope that the community will soon enjoy the benefits that will result government gov eminent his has recently established overland mail routes on a most liberal basis this arrangement will furnish great increased facility for travel and correspondence between the atlantic arid and pacific states the successful tion of this great enterprise will produce an almost continuous line of settlements exten extending dim across the continent and this now isolated territory will be brought into more familiar contact with other portions of the country count to enable the die people to 71 be e to some extent independent of importations ire w e should encourage counge en domestic manufactures but an entire independence in in such matters is is neither practicable nor desir era erable ble social intercourse practicability cin tic of navigating tho alie water ot of the yellows stone including its tributary t the lie big horn by the a adoption of this route navigation navi ration might be established from the missouri river to a point not exceeding four hundred miles salt lake city I 1 also requested him to order a detachment from camp scott with instructions to make a sance between beaw een wind river river and the con fluence of the yellowstone yellow stone with the missouri the acts of kindness extended by this people to the indians who inhabit these valleys are creditable to 10 their own generosity and Tor forbearance bearance but they seem to have confirmed the indians in in slothful and vicious vicious habits and fostered a spirit of insubordination a which prompts them to commit acts of violence against their benefactors the government has established indian farms in in this country which if considered as a means of inducing indians to labor and produce the articles necessary for their subs subsistence istance seems to have been jeen unsuccessful in in accomplishing accomplish in g those objects and unless they can be conducted differently in m future it would be welt well for the indian department to purchase food for thern them rather than endeavor to induce them to cultivate the soil the indians must be fed the supply of grain is is already insufficient and they can cannot not subsist much longer on the precarious aid received from tho the hands of charity I 1 will ill call your attention to certain recent occurrences A brutal assault was committed by some indians in in the vicinity of spanish fork upon the persons of a woman and her child to enable the agent to make the arrest of the offenders I 1 it t be became catrie necessary to resort to a military force and an indian not one of those ca charged vv vi th ith tho the offence offense was unfortunately killed the culprits were arrested and are now in in confinement awaiting g their trial before the 2nd and U S district court the dead bodies of two respectable citizens of millard county were found recently near tho the road on oil chicken creek supposed oiled killed by indians superintendent t for orley is is now in in the neighborhood of manti to investigate ia estimate the affairs anil and will endea vor 1 or to secure the persons of the murderers the 1 ho verdict of the coroners jury in in the case is is now ill in the hands of the united states district attorney who will prosecute the murderers when arrested I 1 cannot too strongly urge urge upon you tho the necessity or of extending the le benefit of common schools to every eiery child in in tie the 1 territory and would recommend the levying a general tax for the support of such s bools on the proper education of its youths lis depends the prosperity of a community the ahe statistical reports of the prisons in in this ind and other countries show that proportion of crime crime is is in n an inverse dinv inv erse ratio to the amount of proper education received receive cd I 1 would call your ow attention to providing ing for enforcing t the h e laws law a relating to P brid bridging ing the irrigating ditches across the public highways under present circumstances they are causes of serious inconveniences inconveniences to travelers I 1 entertain the opinion that it lifts has become indispensably with criminal of fences and recommend a tax lav for defraying the expense of its construction As errors in in the forms of legislature are liable to td occur occur in in all new territories I 1 would
