At one time he was the head of the Department of Sociology at the University of Texas. He was very involved and was instrumental in getting this Alianza Federales Mercedes, or the Federal Alliance of Land Grants. That is a Tijerina (Reies) movement in New Mexico. He was closely associated with Reies Tijerina and was, I understand, counseling Tijerina. He has been promoting the Mexican or Chicanos to get up and demonstrate and to picket. This person holds a key position in the state of Utah. I understand he is even a Mormon. So, a person with this background I would recommend that you look at carefully. I understand he has a tremendous influence QUESTION: in the area. What is the basic purpose of the Cesar Chavez movement? MEL O'CAMPO: Its really simple. It is really directed toward two things. One is to control our food supply, which is very obvious. The other is to lay the groundwork for a federal bill or law. Now this sounds like a paradox because now theyre doing all this fighting against the National Labor Relations Act. They are attacking the Republican Party too. We must ask the question, could that be the reason why these state bills are not going through? Now, we have three bills in California, AB 964, AB 639 and SB 40, bills that would have given the workers the right to a secret ballot election and would s, Down With the Republicans. And these are Cesar Chavez people pushing this bumper stickers with a black eagle and that slogan. They are attacking because they claim that the National Labor Relations Act Board is controlled by Republicans and the Republicans are trying to rule that he (Chavez) must come under the law if he wants to form a union. Id like to use the fable of the frog here, if I may. There were two little boys and they were mean little boys. They found this frog and they were going to kill him. The frog told them, You can kill me but please, dont throw me in the pond. The boys were so mean they threw the frog in the pond thinking the frog could not swim. Of course, the frog swam away. Cesar Chavez has wanted a federal bill for at least five years. or, ii iu -- also prohibit the boycott and striking during harvest. But, we find that the powerful Democrats back east really were the people who had the tremendous influence. For example, Mr. Humphrey calling Mr. Moretti, the Speaker of the California Assembly, and then Mr. Moretti pressuring Mr. Corey, the author of the bill, Im referring now to AB 964. And then, following that, they killed the bill. Now why? If they really wanted to help the field worker how come they wont allow the field worker to have this chance? My question is, then, could this state law delay the federal law and stand in the way of centralizing the power? A state law that would allow the field workers to have a secret ballot election opportunity.
