Kershner Democracy Has Caused U.S. Decline The Editor. Frequently, however, these letters are much too long for us to use. For this reason, we are adopting the following policy: 1. We prefer to spend it on consumption goods, bigger pensions, higher wages and less work. With enormous labor, the USSR has provided fallout shelters for its civilian population. We have few, because we have been unwilling to undertake the enormous expense and labor of building such shelters. As a result, in the event of nuclear war, it is estimated that Russian loss of civilian lives would be only about 25 percent of our losses. This means that, for us, nuclear war is indeed unthinkable, but for the USSR, it could be undertaken with the hope and expectation of winning without an irreparable loss of life in Russia. It becomes evident that we are going to have to give up some of our ideals of equality in order to give our most qualified men and women sufficient authority to do what is necessary for our survival. For instance, we might put every d man and woman who is now idle, to work preparing civilian shelters, building tanks, submarines, missiles, planes and other means of defending ourselves. This would take idle people off the relief roles and transfer them onto the payrolls of companies engaged in preparing the equipment and the shelters necessary for our survival. Why should we pay people for not working, when all this essential work needs to be done? If our most qualified people were running the show, something like this would be done, but the masses do not see the importance of making the sacrifices necessary for our survival. They seem to feel that the government has plenty of money and can do all these things if it chooses, without slowing up on relief higher and higher wages, and fringe benefits. It appears, therefore , that we cannot protect ourselves because the politicians want to be reelected and do not believe it is possible if they take the action necessary for that purpose. We must recover our religious faith, our moral discipline, our willingness to work hard, to undergo hardship and to build up our strength. We must have less talk about rights and privileges and more about responsibilities and necessities.
