Moynihan The resignation of Mr. Daniel Moynihan as United States Ambassador to the United Nations, is a sad reflection on the hypocrisy of that organization. Obviously there is no longer room in its halls for a man who fearlessly speaks the truth. But equally it is a reflection on the United States. In contrast to Mr. Moynihans convictions, that government is apparently still willing to pay the UNs bills year after year and to tolerate the double standards in favour of undemocratic Russia and certain African countries. It wants to avoid involvement at all costs. Breitling PROBLEMS ARE IN THE MIND OF THE PROBLEM SOLVER By Thomas O. Breitling He walked into my study room; a small young man with a pugnacious looking nose and jaw. He introduced himself and said, I'm running for president of the Cotillion Gub and would apI preciate your voting for me. asked him what is the Cotillion Gub and he replied, It's a private club made up of students. The president is obligated to bring one of the big name bands here to the campus for a dance. The university allows us to use the auditorium, so we can get about 3,000 people into the hall. There is a small charge for admission. We talked awhile and he left to continue his campaigning. I heard later that he visited every male dormitory and fraternity house study room on the campus, and he was elected president of the Cotillion Gub. That was my first awareness of a man named George G Wallace. The school year was 1940-194- 1. The school was the of Alabama. And I University voted for him. George brought in Paul Whiteman. The dance was a smashing success. I learned later that the Cotillion Gub president had to underwrite the cost of bringing in the band and renting the auditorium, so he was also allowed to make any profit that came about. This was just one of the many jobs that George worked on to put himself through the That year he was a university. I senior and was a freshman. He went to law school at the university the next two years and continued to be a prominent person on campus. He was quite poor when he entered the school, and I always heard that he supported himself completely throughout the six years. BEAUTY IN THE EYE OF THE BEHOLDER Now, in the year 1976 A.D. Wallace is running again for president, and this time, as in 1968 and 1972, he is running for the job of President of the United States. Since I had done a column on Reagan and one on Ford I decided to do one on Wallace. I asked .his. campaign head- quarters for Wallaces position on Federal Revenue Sharing and on taxing of foundations. A few days ago I received his position papers on both subjects. From what I read in these papers it seems that just like beauty is in the eye of the beholder, so problems are in the mind of the problem solver. To illustrate: crime is a problem to the police and to the law abiding people, but to the criminals crime is a wonderful thing and a great opportunity. For the criminals the problem is an effective police force. As you can see these are opposite definitions of the same thing: crime . COLLECTION AGENT There is a strong campaign to make people believe that the concept of revenue sharing sees the federal tax bodies acting only as agent for the State, County, and Gty governments. But this is not so. If they were acting as agents only, they would collect the money, receive pay from the States, Counties, or Gties for their work, and turn over 1 00 of the collected tax proceeds to those government bodies. In fact, the federal collectors would not decide how much to collect, because this would be done by the principals.- Also, the local elected officials would only receive back the amount that had been collected from residents of their jurisdiction. For example, Utah would get back $1 for each $1 collected, just like Connecticut would, rather than the way it now is, when Utah gets more than SI for each dollar paid, and Connecticut gets less than $1 for each dollar it pays. There are many ways to al differentiate the condition from the revenue sharing program. PROBLEMS OF THE INNER CITY Governor Wallaces position paper on revenue sharing is called Problems of the Inner Gty. That will be reproduced paper verbatim in this paper next week. It seems to me that he wants to outdo Lyndon Johnson with the Great Society programs he suggests for the cities, using of course. Federal tax funds and borrowings. In his last paragraph, apparently to remove the stigma of Federal control, Wallace says: It revenue sharing must be done without federal strings attached. In other words, our cities should not be forced into federal restrictions because they receive a part of the federal tax dollars their citizens have paid. Money that comes to cities from the federal government should not have a price tag attached. But the quoted paragraph is misleading. In the first place, it is a fact that the federal government does not use taxes just to pay its bills. In their book, An Introduction To Taxation, Sommerfeld, Anderson, and Brock say, Today taxes are a major tool by which the federal government agent-princip- and influences the reallocation of resources necessary to achieve a nations economic and directs social objectives....they are being so used. And further on the authors say, Obviously, in this case the result is a net decrease in the wealth of the private sector and a corresponding increase in that of the public sector. In this important result, taxes are much like confiscation. How, then, can the idealized concept of revenue sharing as held by Governor Wallace and many, many other politicians ever come to pass?
