obtaining board and lodging and refusing ment referred to the committee on judiciary mr richards introduced C F 44 relating to wills referred to committee on judiciary the report of the special joint committee on purchase of fort damerom as a branch of the insane asylum was taken up the report was referred to the committee on insane asylum the report of the committee on university and reform communication from the ogden city council calling attention to the doubt existing in reference to the boundaries of the city and asking that some action be taken looking to a more definite knowledge thereof mr wood presented a number of petitions from citizens of jemery county asking for appropriations to open straight canyon and repair soldier canyon in mr wood also presented the petition of alexander Bo bertson and ninety six others citizens of springville Spring ville asking the assembly to BO amend the charter of neville as to cause the next municipal election to be held on the second tuesday in february 1892 and bian bi an dually thereafter the municipal elections under the existing law are held in august and the petitioners petition ers say they find it very inconvenient as at that time of the year is a very busy one with the farmer population besides there are a great number of people away from their homes in that month who are home in february referred mr melville not to concur in house amendments to 0 F 37 a hill relating to justices courts and asked that a conference committee he appointed the chair named thurman and pierce also that it had refused to concur in house amendments to C F 25 the bill authorizing the estates of decedents dece dents minors and incompetent persons to be mortgaged in certain cases and asking a conference committee thereon kumhall and hammond were appointed HF 68 the substitute liquor bill then came up on second reading mr pierce wanted to strike out the enacting section and gained one vote in addition to his own but was swamped by a volly of noes the sale of liquor on legal holidays As long as the territory legalized the traffic at all he thought there was no reason why the saloons should not be allowed to sell on legal holidays in the case of election days it was all right mr hammond opposed the amend ment mr creer favor of the amendment it was not cosmopolitan the average american felt that he had a right to
