Show t sis S is i jb i A OFFICERS INSTALLED mayor booth makes flis inaugural address the offices change hands in a pleasant way the feature plans made the city council met last night in ad session mayor dusenberry in the chair the only absentee was councilor bean in behalf of the special committee on drainage alderman holdaway in hia report recommended that alie sum of 50 be allowed and appropriated to thurman and miller for extra work done an the east drain the report was adopted the office bond of mavor bleet john E booth amounting to 1000 was presented the bond waa approved on mr farrer mayor dusenberry lew valedictory edic tory remarks and referred to the peasant relations existed between members of the council and himself He thanked fhe retiring members for the courtesy extended to him during their official erm hon john debooth EB the new mayor then came forward from the rear of the chamber and took the chair vacated by the retiring mayor J M jensen the recorder ama forward and took his seat by the side of ex recorder fuller f mayor booth announced that the following named gentlemen had duly ailed their bonds and otherwise qualified as councilmen TR H thomas james F dunn samuel liddiard john D dixox and H J maiben these gentlemen n also to come forward and take their seats the two remaining councilmen E C henrich sen and L 0 glazier who were present and had not qualified withdrew to the county clerks room where they performed that necessary duty before his honor judge dan jones in the meantime the roll was called and five councilmen answered to their names which was declared by his honor the mayor to be a lawful quorum the then addressed the coun cil he was not altogether unfamiliar with theouties the duties of the office he had been elected liy the votes of the people to fill haying served as an alderman in several successive terms by reason of his familiarity mili arity with these duties he had become deeply sensible of the grave responsibility devolving upon the person called to nil the executive chair referring to the depletion of the council by the order of the utah commission in regard to the four repudiated alder mp n mayor booth said there will be more work in consequence required from the present council which now would consist of only seven councillors councilors counci lors the city was rapidly growing in population trade and importance and more time and labor would now be required at the hands of those in charge of tha municipal government there would be plenty to do for all his honor felt proud of the evidences of progress and public improvements the steps taken to effect sanitary regulations were timely and commendable the system of drainage proposed and partially inaugurated was a step in the right direction there was no greater concern for official consideration than the question of the public health the contemplated water works was a lauda and it araa ina hnyp that the project would be fally consummated the action of the late council coLn cil in effecting arrangements for street lighting was decidedly praiseworthy il was hoped that the revenues of the city would equal the demands for all these much needed improvements bonding the cites credit to meet even these present needs waa not holever ho vever the most advise able course in the opinion of the speaker he had at present a repugnance to bonding schemes though he would not eo so far as to say that bonding would not be advantageous and desirable under some circumstances if it were found necessary in his after judgment to retreat from his present position on the question of bonding the city he would unhesitatingly do so the mayor was especially forcible in his references to the present total deficiency fici ency of protection against fire something in this direction should certainly be done and that speedily he said it coald not be expected that a fire department of such proficiency as that which was established in salt lake could bo inaugurated here just yet but an organization and other preparatory steps could and should be taken tho mayor also referred to the necessity for another revision of the ordinances and urged the new councillors councilors counci lors to thoroughly inform themselves upon the character of our local Hov emment he hoped they would study the ordinances closely in order that they might be the better able to provide for future contingencies gen cies they should also inform themselves upon the rules of proceed ure there were no better instituted than those adopted for our own guidance in regard to city taxation mayor booth said much might be eaid and done that would prove beneficial to the citizens who are mainly of the agricultural and laboring classes the city government should be as easy as possible on these people and when their labor can be utilized for public improvements the opportunity should be so given them to pay their taxes be as easy as is consi eten with the public good with these classes of citizens said mayor booth their labor is their capital use it if possible to enable them to meet the burden of taxation and at the same time help forward public improvement at the conclusion of the mayors address the council adjourned until monday next at 7 p m |
