swine and sheep droughts have seriously affected the yield of crops alie last year in the opinion of the secretary the indian race has reached a crisis in its history surrounded on all aides by the forces of civilization all the reservations closed in and pressed upon by everin ever in creasing masses of population made up of impetuous daring and aggressive settlers miners ranchman ranchmen ranch men and traders with no possibility of removal to other reservations or of escape into mountain fastnesses fast nesses the only alternative presented to the indian race is absolute extinction or a quick entrance into the pale of american civilization he compliments the indian freehold law and its after reviewing the statistics of indian educational matters he pays I 1 have no pleasure in in or stating auy unpromising features ol 01 our among the indians but I 1 am co minced ahat if for their transition tion from the old to the better and more systematic life we continue to depend so fully epou powers ot atti action oui government will continue to be troubled with the indian problem lr nn ln dednis denoil that ohp compulsory education ot nil the 1 oath of tho tribes and bands wisely adopted and as nearly uniform sus practicable and should be kindly and judiciously bui arm ly enforced communicated FREE SCHOOLS the advocates of a free school system have we beliefs beli evs cither not taken sufficiently into account the conditions which exist in our territory nor considered alie obstacles which such a system may throw in the way of one of those peculiarities upon which american institutions have so wonderfully developed competition the prosperity of our country depends extensively upon alie non inter ference of government and it is reasonable to argue that even a free school system may work injury in more than one way it is a fact worthy of notice that the more a government assumes the exclusive control of any institution the less it is subjected to the direct influence of the people and there is nothing that comes nearer home to a man than alie training of his children nothing eliat a majority has less right to enforce upon the minority than the right of choice in the matter of education when a state interferes to say religion shall predominate in public schools it makes that particular system a state religion which our laws forbid the state no doubt means well and intends that preference shall be given to no class in such matters but there is growing extensively throughout our country great suspicion that nonsectarian non sectarian schools and teachers are both in their tendency de cidely infidel and the fact is no less remarkable in our territory alian in many of the older states that kneeing alie tendency of modern education to disbelief in god the greatest advocates of the free system are themselves infidel If then the nonbeliever non believer in religion lias a right to exclude from public schools every religious influence his rights aro no more sacred than lie alio has an aversion to infidelity there is absolutely no middle ground in the tendency of alie two systems syb religion has its negative and positive sides nonsectarian non sectarian schools where religious influences are entirely banished are only another term for infidel if a religious influence prevails it takes the direction of alie dominant class it is a mistake to suppose that the free school system is gaining popularity in our country the increase in the number of denominational schools and their extended patronage shotts a general disposition on alie part of religionists everywhere to depreciate alie public school system to oblige then either clasa to support financially a system in which nO confidence is deposed and no patronage given is taxation without representation resen tation it is not enough to say a general education compensates even it education were more general for a discipline so entirely wrong in the ayea of parents whose choice for instruction alie should not presume to interfere with with in this country it is doubly rong because partisan and religious difference assume such antagonisms and it may bo honestly expected that both in fidel and religious training will bo strongly opposed by the adherents of these opposite tendencies about the rights of the dint rent beliefs and disbeliefs dis beliefs to cic pete for prestige there can bif no question so long as alie state does not lend its patronage either way the government lias haid the schools hall not be denominational and they ought not to be but the poo pie should have the right to say aliey shall not be infidel and refuse the hup port of any public system which interferes with the clinice of learning every man must have the unqualified right to select for hia own children and that too without the direct or indirect dictation of the government we believe that education like the peat p eat railway telegraph and various commercial cor mercial systems of our country will best thrive when the interference noninterference non of state leaves it to develop in the spirit of competition which has so wonderfully characterized american institutions there aro many tem trill not succeed in our country as it others and we should bo catu Ms 1 9 l f fy ran r bious about adopting any part of the policy of any nation whose institutions are so entirely unlike our own in every respect without compulsory education we know that free schools are not belter patronized than those carried on by tuition fees besides the responsibility which the government takes from the shoulders of the parent works evil to the child in free schools education reverts to alie child simply as an inheritance education is a specie of wealth and inherited wealth never works the good to a community that created wealth does t is argue that germanas germanys Germ anys intellectual tel wealth is far greater than americas and yet its application to public institutions lias nu accomplished complis hed aliat an inferior education has done here and why because in one case it was inherited from the state and in the other it was created to meet the exigencies of the people the genius of competition and the wants of the community will insure us schools of just ay high an order and as universally patronized w public free schools and more acceptable in conformity with the privileges of every class in the community the chieL premise of tho public free school argument is the supposition that education is the proper and about the only cause for public evils if we were better educated it is supposed we should be more honest and the government better administered and yet no one ever supposes that alie corruptions corrupt ions have been introduced were in consequence of ignorance on the contrary men working the machinery of the government have all been shrewd enough when herbert spencer visited this country some years ago he waa asked while pointing out the dangers of our present system if he did not think a higher standard of education among the masses would prevent existing evils he decidedly opposed the idea and claimed it was a matter of moral character and not of education it is said although the leaders of anarchy in this country are educated men their follows among the masses would be greatly reduced if a higher order of intellect was offered among them it is however a question of the heart and net the head in their case chance does not link them with alie unprincipled but educated anarchist in preference to the educated leader of high social standing itis the natural union of debased nature that education has not improved in our case and has little to accomplish in the others the general government has provided for the establishment of public schools throughout the united states a circumstance so far as it concerns us which our legislature cannot change but they can prevent tho injury which an undesirable distinction must work by making the burden of taxation greater upon those who for very sufficient reasons are not represented if all classes in this territory had liberally patronized the public schools they might be excused if they further supported them the majority party should not simply because they have the power attempt to force upon the minority a school system which they feel they cannot consistently accept and patronize on the other handtke hand the minority for outside effect anil sinister motives should not advocate free schools when they so obstinately refuse to patronize public schools already made partially free the legislature may profitably make laws to establish uniformity and order in our public school system but it ought not to place any of the burden of support upon those who derive no advantages from it the devil fish described by hugo Is not a more tenacious monster than malafaia ma laraia whether it takes alie form of chills and fever billious
