organization recommended that E C alien be made permanent chairman E P johnson vice chairman W L dykes permanent secretary and C A withey assistant secretary the order of business arranged was as follows deport of committee on credentials report of committee on organization report of committee on resolutions nomination of delegates to congress and appointing 0 ter central committee the committee on resolutions then reported the following resolutions your committee on resolutions present the following report the liberal party of utah recognizing the fundamental issue in this territory to be one between the adherents or lawful government on one side and the ecclesiastical organization known as the mormon church on the other and believing it to be the duty of all good citizens in the presence of euch a contest to maintain the organization which has always upheld the supremacy of the laws to continue in the path of duty again appeals to the patriotism of the people and the loyalty of all american Ane rican citizens we declare that the mormon church is an organization hostile to all civil authority and that true progress in utah is prevented by its claims to and exercise of temporal power its open and covert defiance of the laws of tho land its obstinate adherence to the right of its priesthood to nile its followers in all things its aid and counsel to those guilty of of fences against the laws its efforts to entrench itself in power by cecur ing statehood for utah andor conditions which would make the control of its priesthood perpetual by affiliating with one political party in idaho and with another in colorado governing their action in each case by the probabilities of securing favora to themselves only and repudiating all political in utah except with the church party proves it to be everywhere and atall times the foe of all that is legal and the representation of all that is evil in the affairs of state this condition is one explanation of the necessity for the existence of the liberal party we believe in the supremacy of the and laws of the land and that it is the duty of the citizens to bear true allegiance to them and that until ese fundamental doctrines are accepted in utah in good faith the duty of the united states to its loyal citizens resident here as well as to those who are its enemies is to continue to enact such special legislation for this territory and enforce it as will secure the former in their rights and compel obedience from the latter that the restriction of all local governmental ern mental authority to the ecclesias power which is dominant in this territory by admitting utah into the union as a state would be ruin to its non mormon population would instill in power a treasonable tion in the heart of the republic and is forbidden by any consideration of political expression and moral duty and no protest against and credence being giyen to the statements now being circulated that the attitude of the mormon church has changed to wards tho government or the people of tho united states we note the same hostility to the laws the same efforts to act their enforcement and the same unvarying determination to adhere to church supremacy as in the past and we warn the people of the nation that all the nominal professions to the contrary are mere tricks to deceive instead of efforts to reform the liberal of utah earnestly desire to promote the welfare and happiness of all its people and would gladly welcome any class of its population who honestly seek reform from priestly misrule and it would exact nothing fromang fro many which we do not willingly submit to ourselves but in the interest of all we must accept tho contest in which we are now engaged which involves the triumph or overthrow of that which lies a the basis of all civil government and in nothing less than obedience to the laws or defiance of tham so long as this shall be the issue h our duty as american citizens admit no division among ourselves ato faithfully adhere to these purposes until loyalty shall be the rule and the reign of the law shall be the samo in utah as else where anjer the national flag therefore it is resolved that it is the duty of the liberal party to nominate a candidate candi datt for delegate to congress at the coining november election and to cast for him and claim for his support the votes of all true american citizens resolved that we recognize the patriotic action of the majority oi the utah commission as expressed in their report for 1888 to ahe secretary of the interior and endorse the recommendations therein contained nominations for delegate to congress being in order the name of parley L williams was brought before the convention by W
