Here's How To Read Your Tax Notice It is property tax time again and property owners in Box Elder County should have received their tax not- If the County Assessor's figure is higher than 20 perof the fair cent, or one-fift-h market value, you should protest the assessment during May or June of next year. Buildings and improvements are next. Their assessed valuations as determined by the County Assessor are listed. They may be checked by the same method as you checked the real estate. For example, say your home is the only improvement on the property. The tax notice has the assessed valuation of the structure listed at $6,500. You know that other comparable homes in your area recently sold for about $45,000. However, this sale price includes the property. Vacant property the size of your lot has recently sold for about $5,000. So the fair market value of your home is or 20 about $40,000. One-fiftpercent of $40,000 is $8,000. Thus, the County Assessor's calculations of $6,500 assessed valuation is well within the 20 percent limit as set by the Tax Commission. Personal property is listed next. This includes commercial, industrial and agricultural vehicles, merchandise, ices by now. Many people have difficulty understanding what the notices mean. Often the only thing understood is the dollar figure at the bottom of the notice. In the following article the Utah Taxpayers Association explains your tax notice and how you can check its accuracy. There are two main parts .to the tax form; the notice and the stub. The stub, the righthand portion of the form, is merely a summary pf the notice. The upper portion of the tax notice lists the owner or holder of the property. that is generally listed the legal description of the property. If there is any question concerning the legal description or person listed on the tax notice, they should be verified with the County Recorder's office. The next portion of the form is a series of columns showing the assessed valuation of your property. You received a copy of this valuation in April or May. If it was incorrect, you should have appeared before the Board of Be-hea- th Equalization rate, mills, by the tax base, assessed valuation, we have the total tax. The total mill levy includes taxes for the county, the city or town where the property is situated, the local school district, and special districts. These mill levies are set by the officials of each taxing unit before the second Monday in August. The accompanying chart of mill levies will help in checking the MOftffTY AlHUfO (livestock). Each is listed by type (in code again) and number. The assessed valuation of each type is then listed. These may be checked by the same method as you used to check real estate and improvements. In the far right column is listed the total assessed valuation for the three categories of property. This is the figure used to determine your taxes. Moving down to the next series of columns at the left of the tax notice, special taxes are listed. These special taxes generally pertain to state taxes on livestock. However, in some counties, these also pertain to local taxes for weed control and water usage. Farmers are generally aware of how these taxes are imposed, so we will not take time to explain them here. The next column shows the mill levy for 1977. A mill is one dollar of taxes for every $1,000 of assessed valuation. Thus, if your total assessed valuation is $8,000 and your mill levy is 90 mills, your total tax would be 90 mills x 8 equals $720. This is shown in. the next column. Credits and advance payments are subtracted from the total tax figure to produce the total tax due (far right column). The assessed valuation is called the tax base. Complaints or applications for abatement of taxes should have been made during these dates, otherwise the taxpayer forfeits his right to any relief from errors or excessive valuations. To make sure your assessed valuation is not excessive, look closely at the assessment type of property being assessed. This is generally coded language and refers to the type of use and-o- r relative value of the acreage. The number codes refering to the type of property may be interpreted by contacting the County Assessor's office. The next column lists the number of acres of real estate. This can be easily verified by checking your records. The Assessor's calculations of your assessed valuation for the acreage is then listed. An easy way to check this is to find the fair market value of the acreage (buildings excluded) and divide it by 5. If the assessed valuation is less than your figure, you are assessed at a lower rate than you should be -don't complain. State law calls for all property assessed by the County Assessor to be assessed at 30 percent of its fair market value. However, the State Tax Commission has set the actual figure at 20 percent.
