Show tmf Mistakes made When and if the dust ever settles over the utility franchise tax issue that has so concerned many citizens of Roy, it will be plain in the clear light of reason that everyone made a lot of mistakes. The Sun Chronicle has stated before that the manner in which the City for the tax was inefficient, and that it was obvious no one had con-- Coun-cifarrang- ed tacted the three utility companies ahead ofjbme to obtain adequate information orhdw to properly impose the tax. And wekhow that cost Roy City money for sheer ineptitude. In addition, Mayor Dawson has admitted publicly that the decision was a last minute one by the Council, being discussed on a Monday night and passed thfc&llowing Tuesday night. BUT EVEN franchise of tax adoption utility in GRANTING THAT, MONDAY NIGHT WAS AN WORKSHOP MEETING ATTENDED BY NO MORE THAN THREE CITIZENS OUT OF ROYS 22,000. At the council meeting last Tuesday OPEN-TO-THE-PUBL- more than 60 fiscal year, and in this era of alleged con- cern about taxation, it seems strange to have had virtually no turnout at ANY of the budget meetings. (Howard Jarvis, beware ! Apathy will get you yet.) So, two and a half months after the fact, the citizenry is complaining and, though Councilman Richard Ulibarri asked, there was no answer to the question, Are you opposing a utility franchise tax or any tax at all? It was apparent that many people left the meeting satisfied with having been IC citizens, apparently aroused from their apathy by recent utility bills, showed up to complain, Some were civil to the Council, but some were unnecessarily rude, and poor man- ners are not excused by attacks of temper. Its a fact that the Mayor and City Council attempted vainly to obtain citizen input during the numerous meetings, workshop and otherwise, that took place during May and June. July 1 the traditional beginning of Roys given the facts and figures that necessitated the new tax, but it is a shame that when those figures were being developed and explained in detail, virtually no one could be bothered to at-i- s tend. When extreme generosity is used as a means of gaining approval, it functions as a defense. True generosity is not a defense. It shows liberality of spirit or act. It is rare as a character trait, and usually appears in writing where little or no fear is evident. Dear Jane: Does putting a line under ones name indicate conceit? Once I read in a book on handwriting that it was not the thing to do. Sincerely, JLP Dear JLP: Placing a line or design under ones name indicates faith in self and personal abilities. Many famous people throughout history have underscored their names., Personally I like it. There are many books on handwriting analysis and graphology, all with interesting information. Sometimes American and European authors and analysts disagree on personality and character traits and their structures. The Chinese have really been the character searchers for several thousands of years. Those with an educated eye and background study have been able to look at their character writing and discern whether the writing was accomplished by a male or female, how long a mans legs were and if a woman was fertile. THE CAT THAT CANT by Nonie Gilbert Every animal, it is said, has a place in nature and a service to the environment that it can perform, or it wouldnt be here. I would like to present to you the exception that proves the rule: our cat, Teddy Bear Gilbert. Bear got his name during a promotion at a bank that offered Save a little money and get a little honey, which was an adorable stuffed teddy bear. We pooled all of our savings from other institutions, took a small loan from another, and made a deposit large enough to get a teddy bear. As I entered the bank to claim my premium, this tiny black kitten, starving and bedraggled, said Meowmmy, and I paused. He didnt try to go in or bother anyone, but merely greeted those going in or out of the bank. As I left, Im sure he called me Mommy. What could I do? The vet said he had ringworm, malnutrition, and was in bad need of a bath to rid him of the oil he had fallen into. We picked him up the next day, complete with all his shots and ready to join our menagerie. What am I doing? I thought. I dont even LIKE cats, and Im taking this home. Another surprise for my loving and patient husband. I neednt have worried about Teddy Bears behaving like a cat. He doesn't know how. r, Well fed and growing into a he ventured up a tree in the back yard and fell out on his back. Arent cats supposed to be coordinated? When our other little cat (definitely the Morris type) would give him a dirty look, Bear would roll over and play dead. Worst of all, I saw a mouse run under his nose, and the poor beast nearly had a coronary; his little heart fluttered for more than an hour in pure panic. Teddy Bear kept on growing. Contrary to popular opinion stating that cats are picky about food, he eats anything that hits the kitchen floor, including but not limited to green peppers and raw onions. He wont stay out of the dog food, either. He does earn his keep, however. That one animal probably gives us more entertainment in a week than any number of hours of television. He trips over dead flies. The eight inch long ferrets chase him all around the house. He walks into walls and runs down the hill sideways like a crab. And hes all love. When you hold Bear, you are FULL. He becomes dead weight and purrs happily. That is his favorite time. When he stretches out on the floor or the bed, he resembles an oil slick: very black and it keeps spreading. He doesnt plop or lie down, like other animals, he sort of spills onto the floor. So much for the cat. that cant. The only things he cant do are cat things and he is the funniest creature in the house Im sure since La Verne and Shirley. ' mini-couga- 3 2755 Wash. About four persons remained to hear city business. the fact Adding insult to injury, was that item no. 13 on the agenda was the auditors final report for fiscal 1978-7Remarkable, isnt it, that those who were so vocally for spending only what the city had, or even for the abolition of franchise utility or all types of tax, were too hungry or tired or disinterested to stay and hear that our city is in fairly good health financially. Too bad, too, they did not attend the council sessions where budgets were drastically cut and department heads were upset. Can it really be these same anti-ta- x people who say almost simultaneously that their streets were not plowed often enough last winter and that the services in Roy are inadequate? Mistakes all taken into consideration, it would seem that people must, in the end, either decide they will pay taxes and have the services, or not pay the taxes and forfeit the services. Much as wed all like it, we cant., have our cake and eat it too. If you truly believe that the City of Roy has been poorly, dishonestly or wastefully run, keep in mind that the deadline for filing as a candidate for Roy City Council is next Monday. In other words, put your money where your mouth is. 9. SHOW BIZ Although I have written feature articles for TEXAS PROUD for two years, I had never met the Editor-in-chie- f, GRACE MIKEL, until Fan Fair 79 in Nashville. GRACE has helped launch several Country Music Stars and has served as National Fan Club Chairman for Vernon Oxford, the Red Neck singer who is the most sought after star in Europe, and Gracie did that in one short year. Born in North Zulch, Texas, this Queen of Texas Country Music, is known throughout the world for her support of struggling artists. The great Freddie Hart will tell you that Gracie was in there pitching for his stardom. GRACIE was there when Roy Rogers was at his peak in country music, This Texas Queen was there when Loretta Lynn began and she has seen Johnny Rodriquez, Kenny Starr, Tony Booth, and Brian Collins claim their fair share of glory., GRACIE has straightened out a lot of singers ; let the air out of inflated egos for the good of their careers. In Nashville we saw Ernest Tubb present his favorite hat to GRACIE: this country lady was all decked out in choice jewelry and other personal gifts from many of the top country stars. Her first Texas Proud Award night was held at Ramada Inn North in Music City U.S.A., where the great DAN REED, the radio personality from WHO Des Moines, Iowa, did a beautiful job as Master of Ceremonies. It was here that we met some of the finest instrumentalists of all time. Cope McDaniel, Cal Sharp, Buddy Emmons, Jeff Newman, and Lynn Owsley, all master steelmen. Jim Ed Brown starred on Grades award show, as did Vernon Oxford and half of Texas turned out for this Nashville show, we share these memories with Alice Moore of Washington Terrace. GRACE MIKEL serves as one of the Board of Governors for Golden Spike Country Music of Utah, when this Ogden based country music group handed out awards to top Utah talent last year. Editor Mikel ran two full pages in Texas Proud with picture of Utahs choice talent. Mid-wes- ts A No Painful Burning! irTan Six Times Taster Than The Sun! rfVALUABLEi !
