Show SUMMIT COUNTY NEWS DECEMBER 16, 2011 Sheriff's Report Blotter • 12/05/2011 Fire Single Family: Some smoke coming from an exhaust fan underneath respondent's deck. Smells like plastic burning. • 12/05/2011 Gun Shots Fired: Gun shot went through the wall, unknown injuries. Attempting contact inside. • 12/06/2011 Attempt to Locate: Complainant advised green Trailblazer type vehicle pulling a trailer full of tires. The driver is texting on a cell phone and the trailer is weaving all over the roadway. • 12/06/2011 Attempt to Locate: White older model mini van was driving reckless and crashed into the median. Unknown if he is still there. • 12/07/2011 Traffic Complaint: Complainant advised there are vehicles driving up the emergency lane from the little white barn clear to the light at Redstone to turn. There are other vehicles pulled in that lane just to block those vehicles and road rage is beginning. • 12/09/2011 Traffic Accident with Damage: Honda Accord was parked in the Walmart parking lot and was hit by a red Ford Explorer pulling a cargo trailer. • 12/10/2011 Citizen Assist: Complainant was hitchhiking from Iowa to Boise, ID, for a family emergency. His ride pulled over from 180 to 184 and dropped him off. He would like to know what he can do about a ride to the county line. • 12/10/2011 Wildlife Problem: A herd of elk trying to cross the road causing traffic problems. • 12/10/2011 Agency Assistance: Car vs. female. • 12/10/2011 Attempt to Locate: Black Blazer went off the road between 180 and the exit to the port. They appeared stuck for a minute then got on 180 and headed WB again. • 12/10/2011 Juvenile Problem: Caller reports a party taking place at this hotel. All under the age of at least 20. All the kids at this party are not local. Caller knows for a fact that there is marijuana and alcohol involved. • 12/10/2011 23:14:03 Traffic Accident with Injuries: Passenger car ran into the back of a semi, blocking the #1 lane. 2 patients in the vehicle, both are conscious, breathing and alert. Both parties are out of the vehicle. • 12/11/2011 01:20:24 Hit and Run: Complainant 2008 Chrysler Town and Country. Older Ford F-150 long bed with king cab and brush guard, darker color. Hit and drove away. They headed up Old Echo Dam Rd. towards Henefer. Total incidents for this report = 498 Peoa Recreation Special Service District Meeting SCOTT NAGLE, SCNEWS Back in 1997, a group of citizens from Peoa met to organize an entity to gain funding from the county to improve and maintain a recreational complex for people who live in Peoa. It became known as the Peoa Recreation Special Service District and is funded entirely by grants and donations awarded to the district. Jonelle Fitzgerald and Lorie Leavitt, who volunteer their time overseeing the district's budget, stated that it is the only Special Service District in Summit County that is not funded by the county. They both stated that the money they raise is to take care of and improve the facilities at Woodenshoe Park. Just recently the district was awarded a grant by the county from the RAP Tax that is collected from the hotels here in Summit County. Their meeting this past Tuesday involved approving the 2012 Budget and going over the Goals and Activities for the coming year. Due to not having enough members, the meeting would be rescheduled for a later date to approve the budget. Below are the goals and activities they have planned for 2012: Goals: 1. Maintain the facilities at the Woodenshoe Park for recreation. 2. Secure funding to improve facilities deemed desirable or necessary. 3. Hold at least one event at Woodenshoe Park. Activities: 1. Conduct the Peoa Stampede and Kids Rodeo in the summer of 2012. 2. Complete all construction needs at the bowery building and restrooms. 3. Apply for funding and complete improvements to landscaping, including the sprinkling system. 4. Promote the use of the park through advertising. 5. Work with the Summit County Recreation Grant Board on how to best utilize the lighting equipment that was recently purchased. Henefer holds final meeting of 2011 Dec. 6 CHERYL OVARD SCN Editor Last week's Henefer Town meeting included discussion and presentation from Michelle Peterson regarding the North Summit Recreation (organized in 2009) which is preparing to go ahead with plans on a new facility to serve the North Summit area. The plans are to immediately start to gather public input to the community and outreach groups. A Feasibility study by the Zion's Financial group will be done and architectural / engineering designs drawn up. Hoping to complete this by the end of February so that further plans to procure property and determine construction cost projections. There will be a need for a bond election for financial costs, and marketing ad informational documents will then be distributed. The desire to have in the new facility includes a weight room, locker and shower room, a suspended track indoors, a multi-use turf field, multi-purpose art classrooms, day care facility, commercial kitchen for concessions and other uses. Also included in the facility will be a rock wall and youth game room. Outdoors the park area will have a playground, pavilions, basketball court and athletic fields. Restroom facilities and equipment building need to be constructed. There is also plans for a trails system as well as 100+ parking stalls (which may be used by the NS Elementary school across the street. A splash park will also be built. No swimming pool is in the plans as North Summit already has an adequate pool in use. Another item of business was a request by a company who is interested in setting up a mining facility. Details of this facility, if approved, will be released at a later date. January will be the month to swear in the two new council members, Joyce Housley and Richard Butler. Large quantity of marijuana seized during traffic stop Walter Raleigh Jones Wanship — A Summit County Sheriff Deputy located a large amount of marijuana and hashish during a traffic stop near Wanship. On Dec. 13, a Summit County Deputy observed a vehicle make a minor traffic violation on 1-80 east bound near mile marker 159 in Wanship, Summit County. The Deputy conducted a Oakley City is now accepting bids for lease on Oakley City property located along Pinion Road. The property consists of approximately 30 acres and will be a 3 year lease. All interested parties wishing to submit a bid will need to have them turned in to the Oakley City Office by December 30th, 2011. Council will review bids the first City Council Meeting in January. traffic stop and made contact with the driver who was the only occupant of the vehicle. During that traffic stop, the Deputy was able to smell the odor of marijuana coming from the passenger compartment of the vehicle. A consent search was granted by the driver after which, 62 pounds of marijuana and 5 pounds of hashish was lo- cated in the trunk of the vehicle. The driver, Walter Raleigh Jones (age 62), a resident of Michigan, was arrested and booked into the Summit County Jail for possession of a controlled substance with the intent to distribute that controlled substance. The estimated value of the controlled substance is $120,000. S.C. Budget approval for 2012 on the dock - changes made up to the last minute CHERYL OVARD SCN Editor SCN Update: Wednesday County Council Budget as of 12/14/2011 The Summit County Council did NOT adopt the budget for 2011 on Wednesday evening - discussion went on for approximately 3 hours total Wednesday evening, and it was decided that they would continue discussion on Monday, Dec. 19. Until the Wednesday, Dec. 14, public hearing is completed, it will not be know the actual amount of the budget decided upon by the Summit County Council. "I will certainly be glad when this is over, it has been a long (month and half) process", stated Councilwoman Sally Elliott. Even their meeting last Friday, Dec. 9, more changes were made. "I think we retrogressed," Summit County Auditor said. "It appears that way." Summit County Council met Friday to determine and iron out a few more details on the 2012 budget for the county, and some of the major questions were in regards to personnel cuts being considered to lower the budget more and "down to the bare bones," as Jasper stated. In an earlier work session this month he explained during a work session on the budget that even after hashing out the details for each department he would just take a look at the bottom line, cut it to where he thought it needs to be, and then let the different departments adjust where these cuts would come from, because "...I have lots and lots of personnel to cut...for next year..." There are presently two positions suggested eliminated from the Animal Control by County Manager Bob Jasper, as well as one position in the planning department and at that work session he wanted to make the county historian position only part-time to help bring down the budget. The County Council has discussed possibility of keeping the historian position full-time and either cutting a planning tech or assessor position. That decision is still to be announced. It could change from what was discussed Friday, but the parttime position of historian will remain full time with the benefits and salary coming from Sales Tax on rooms, or TRT funds. The amount with benefits was discussed and both Dave Ure and Sally Elliot felt that the historical position was very important to the county. County Manager Bob Jasper agreed to let it be full time right now. Sally commented that... "NaVee (Vernon) has done an outstanding job as Historian, and what she has done has been phenomenal." It was thought that the merit system would not be the way to handle the raises planned, as the county personnel have not had any raises for three years. As of Friday, the consensus is that raises "will be by merit" in each department - distribution of such determined by the department directors. This could still change by Wednesday. Sustainability will receive a grant of $7,440 in 2012 which will be added to their budget allowance. As of Friday, their budget included $56,300 salaries, $19,100 in benefits, $2,000 materials and supplies, and $3,340 in travel and training, which comes to a total of $186,150. This program was one which was added at the request of the Summit County Manager when the new form of government began. Another position created at the request of the Summit County Manager after he came was a secretarial position, held at this time by Annette Singleton. This raise is being considered at a 3% increase. In a nutshell, the budget with its many changes which will be presented to the Summit County Council at the public budget hearing and Truth in Taxation on Wednesday, Dec. 14, at the Summit County Courthouse. The figures as of Tuesday was at $46 million 700 thousand. In 2010 the budget was $46 million 439 thousand and this year's (2011) budget was $45 million 900 thousand. Raises and capital projects brought 2012's budget backup over the 2011 budget. Next week the final figures will be announced in the Summit County News. Francis City Meeting - Last one of the year CHERYL OVARD SCN Editor Subscribe To The Summit County News! 783-1471 PAGE A3 Francis held their City Council Meeting on Dec. 8. This is the last meeting of the year, and Department reports were on the agenda first. The City Council passed and adopted the Resolution Amending the Fiscal Year 2011-12 budget for the City of Francis. Five pages of copies of bills paid by the City of Francis which had not yet been brought to the attention of the Francis City Council. Some of these were in excess of $1,000, which meant that, according to the City of Francis Law, that they should have been pre-approved before they were issued. Discussion of each of these checks ensued, and it was determined that some were a part of a pre-approved budget, such as for the Francis Frontier Days, but some were not. In many instances, Mayor Snelgrove stated, these checks were signed on the spot as there either was not time to call others or the time was early or late in the day and nobody could be reached for approval. "Technically enterprise funds can be charged specifically for a festival, such as the Francis Frontier Days, and it was sometimes virtually difficult to monitor items spent or paid to a cowboy or for supplies. It was suggested by Attorney Kraig Powell that they go through each line item and approve or discuss them at this time. It was brought to the attention of the City Council by two or three Council members at various times throughout the discussion that if there was a law in place they should hold to it. It was also determined that it was impossible to call first and that the Council's attention during this meeting would, according to Powell, be satisfactory in some discussion of the various checks signed. "...it looks like...we should (try) to involve some council people to show physically we are doing what is best for the town!" As most of the checks were just being brought to the attention of the Francis City Council, three months 'after the fact', (and that it should be done earlier). The checks were dated July 1 through Dec. 8 - and they were approved by the City Council. The first Monday in January 2, 2012, The elected officials will be sworn in to replace Councilwoman Kristi Major and Councilman Wes Ure. Matt Crittenden will replace Wes Ure, but first must resign as an appointed councilman, then he will be sworn in as a newly elected councilman. Jerimy Forman will also be sworn in on that day also as a councilman. As Matt Crittenden filled the vacated seat by Tal Adair a few months ago, an appointed member will be announced to replace his spot on the Francis City Council. |
