Show County Commission candidate Jim Shumway I am Jim Shumway, and San Juan County is my life. I was bom here, but my fathers employment forced us to move, with me kicking and screaming, when 8 years of age to Grand Junction, Colorado. Grand Junction was a wonderful place, and I received a good education there, but my heart was still in Blanding. Thereafter, following graduation from high school I took time out to serve the L.D.S. Church for two years and then spent five years earning a Bachelors degree and teaching certificate from Brigham Young University. I then returned to the home I had never left. 1 have resided here for the past 30 years, spending that time having the privilege of working with the youth of Blanding in school, scouting and athletics. From 1986 1994 I served as Mayor of Blanding. I plan to die here (but not real Boon!). Now, I hope to serve the Citizens of San Juan County as a County Commissioner. I had desired to serve in that position 12 years earlier when the position came open at the sad loss of Commissioner Black, but I had not yet completed my 8 year tenure as Blanding City Mayor, and did not feel it would be ethical to leave a post to which I had committed. The following are some reasons why I believe I am now the most qualified candidate as the Commissioner from District 2. I listen to my fellow citizens. Citizen input is vital. I learn from my fellow citizens. And whether or not we are on the same side on any given issue, I take the responsibility to agree or disagree agreeably very seriously, while remembering to honor your values and treat you with respect. Elected Officials are expected to serve, not dominate. Having been involved with several committees on the state level, as former liaison between the Utah National Guard and San Juan County, and as a former resources, I will actively seek and support free enterprise solutions to our countys economic challenges. I intend to continue support of the exceptional work of our former County Commissioners pursuant to environmental and county rights issues. I will represent District 2 issues as the elected commissioner from the area, while continually work dream of Freedom and liberty, and will do all within my power to support a less invasive form of government. I believe government is most successful when its first responsibility is to serve and protect. The second responsibility is to enforce the law in the least invasive manner possible. This philosophy will be my guiding force as I serve the citizens of San Juan County. Past Performance as a Mayor With the aid of the Blanding City Council and employees, I: Lowered electric rates. Lowered tax rates. Continued funding for road projects, along with curb and gutter improvements Did not hold any illegal closed sessions. Voted on all legal actions within public meetings. Made water my 1 priority. Brought in secondary water pipeline, which now serves citizens in various positive ways. Also improved water storage capacity and purchased additional water rights -- County Republican Party Chairman, I have many political and business contacts. Utilizing these I believe in the American and shares. ing for what is best for all of San Juan County. My wholehearted effort and support will go into making health care in San Juan County financially solvent, through work with the current system and work with the free enterprise participants in improving health care for the entire county. Lets face the facts! As I have stated from day one, our County personnel, especially the Sheriffs department is spending a lot of money in training excellent people, and then five years later they move to other locations where they can make a living in their chosen profession. We must curtail this problem by improving their current fiscal situation with a salary package which rewards their level of training and years of service. Moved city owned sanitation depaitment to Baker Sanitation at savings to citizens and city. Supported local college and businesses with city beautification projects, building grants, etc. Initiated the move to bring the Utah National Guard into San Juan County and defeated Monticello in the bid to build the Armory in Blanding. Supported police and fire department needs and improve- ments. Improved Airport. Safety is enhanced when there is obedience to law. Laws protect our rights and provide guidelines for appropriate interaction in society.
