John Klas, a member of the Institutional Council's Budget and Capital Facilities Committee, told his colleagues Wednesday that Utah Tech will make this proposal to the State Board of Regents for the 1982-8- 3 school year. y ; a , Utah Tech expects 22 percent more students this fall than last, he reported.
