speaker and he will be re reelected reelected reelected elected to that office upon the conven convening convenIng convening ing of ot the house at 12 LIZ Monday The nomination was made In a caucus held in the house of ot representatives which was attended by practically all of the Republican members The caucus was called to order at 8 by Representative Hepburn of Iowa who ho presided and within an hours time the nomination not only of ot the speaker but of ot all the officers of the house was completed and an adjourn adjournment adjournment adjournment ment taken The other officers chosen addition addition tion to the selection of ot officers was the rejection of the application of ot Peter A Porter of ot the district of ot New York for admission to the cau caucus caucus caucus cus Mr Porter was elected as an in independent Independent independent dependent and had the support of ot the Democrats of ot his district Notwithstanding Notwithstanding Notwithstanding standing this fact he wrote a letter to the chairman of the caucus claiming to be a Republican and asking to be admitted to a seat in the councils of ot that party Chairman Hepburn explained the cir dr circumstances circumstances under which Mr Porter had been elected and on motion of ot Mr Tawney the application was laid on the table which action was equivalent to a denial of his request Cannon Nominated Nom To his colleague H S Boutell fell the duty of placing Mr Cannon in nom nomination nomination and when he rose to speak he was greeted by a generous burst of ot ap applause applause applause V Mr representatives and we must face the responsibility that goes goes with that privilege It has been a decade since the Republican party assumed responsibility responsibility for legislation and execution of ot law and in that ten years we have seen such prosperity as never blessed any nation The American people are rich richer er by many billions of oC o dollars than they were ten years ago and their wealth as represented by income from work and wage is more equitably distributed than han ever before This Thia has been the tri trl triumph of ot a peoples government under laws aws inspired by the people and worked out and executed by the peoples But it has been said Boast not thy thyself thyself thyself self of ot tomorrow for thou not what a day may bring forth We must face the responsibility for government without regard to the past The recent shock to business that has arrested commerce admonishes us to approach our task with soberness and courage for we are to be Judged by bythe bythe the he work of the present not by the record of ot the past V Work of Last Congress The congress had a pro prodigious prodigious amount of work put before it and it accomplished more in the way ot of f legislation than its predecessors in inmany Inmany inmany many years I believe and it is my opinion pinion that th t the great majority of the people believe with me that that work was necessary and was well done But we are not going to secure perfection In n legislation and administration in a aay aday aday day ay Law is not alone in the letter It ItIs itIs Is 3 the spirit of the people In many republics there is the shadow ot of t constitutional authority without the substance of either constitution or law By amendment and otherwise the t e congress enacted much of ot new ew legislation which Is to be tried and nd tested Supplemental legislation may be necessary but It should b f en enacted enacted enacted acted in the spirit of ot justice and not notI ot of I retaliation or revenge We are to exercise power with a care that it be benot benot not ot for the mere exhibition of ot strength without the restraint of ot caution against Injustice Enormous Appropriations Including the permanent appropriations ons the last session of ot congress ap appropriated more than for forthe forthe the he present fiscal year yeara a startling mount in the abstract but owing to tour I our ur enormous production and business acUity activity expenditures have kept within i the le Income of the government without creaTing rearing new sources of revenue This great appropriation brought upon us ushe the he criticism that it was a mr lar ar session cession slon and yet the demands made upon pon the congress for tor ap 1 I I 1 I I aggregated many million dollars more moro and if It granted would woud have carried us beyond the 5 brought into the treasury under exist existing existIng ing lag law lawIn lawIn lawIn In providing for the public service during the Sixtieth congress we should bear in iii h mind that the development of If the country marvelous as a It Is Is still in its infancy The future will witness a development and growth more wonderful than the past Dast has seen seen and from time to time through the decades other congresses as pa patriotic patriotic as the me one about to assemble will care for the demands of ot the gov government government as they are presented In my m Judgement it is not wise to o increase the revenues of ot the govern government government ment neither is it necessary or ad advisable to transfer burdens from the local and state treasuries to the fed federal federal eral oral treasury to foster a centralizing power pow r and responsibility which of ot ne necessity necessity y develops quite fast enough Against Centralization We Ve had more than bills bIll before beton the house lutse in the last congress If It we have as many In n the Sixtieth congress it will of ot course be impossible to do domora more mora than select s from this great mass massof ma massof s sot of ot proposed legislation that which f la s necessary and wise We have been ad admonished admonIshed admonished by events that it is not a time for extravagance e or excursions into the realm of ot experiment in legislation It Is my personal judgment that we should hold fast the tho principles laid down by our fathers that the federal government is one of ot limited powers but supreme where it has Jurisdiction and that we should leave to the peo people people pie of the states the jurisdiction not granted to the federal government and also leave upon them the responsibility burden of ot taxation for the same We Wo hear much of ot the power of the people above and beyond parties but responsibility for tor
