Respectfully, J A Citizen. The first query can be best answer-I answer-I ed by publishing, the section of the U. S. law on the subject: Section 3. No person shall be1 elected or appointed to any Territor-I ial, district, county or precinct oiiice, j unless he sha! have been a contLanlj resident therein during at least one year next preceding such election or' appointment: neither shall any per son be entitled to bold anyotficecf1 trust or profit in the Territory or vutej at any election unless he is a free, ' while male citizen of the United States, over tenty-0ne years of age, I and has been a constant resident in j the Tarritorv during the sis months; next preceding said election or ap. 1 pointment. j Section G, Xo person shall be i deemed a resident within thi mean-j ing of this act, unless, he Js a, to- ' payer in this Territory. . j Section three was afterwards amen-j ded by striking out the words "free, j white," and in 1S70 the'act conferring 1 suffrage upon women was passed. j Evidently one who pays a poll tax : only cannot be considered a lux payer ( under this act, from the fact that the . poll tax aci. was not passed for some . years after the above became a law. |
