Senor Don Nicholas Nichol-as de Pierola, ex-Dictator of Peru, who was exiled under the late government of General Igleas, has returned to that country, General Caceres having granted amnesty to all exiles. He arrived in Callao early on the morning of January 21st. The President of the Republic has issued a decree to the effect ef-fect that.although the government is bound to foster emigration for the promotion of science, art and industries, it is equally bound to impede the ingress of persons who constitute the pernicious element which proves an obstacle to the advancement of libertv and progress. The decree alludes to Roman Catholic priests belonging to other nationalities who breed disorder in the Republic Re-public and create opposition to the government, govern-ment, and orders that such priests shall, on discovery of their designs, be expelled from the country. The date of this decree is the 6th of January, 1880. - |
