Budgeting of state funds, in terms of quality and effectiveness, is not adequate. The state organization has failed to recognize the significance of an overall state government budgeting. Budgets of each agency escape independent analysis. Some agencies are exempt, even from central budget review. As in so many areas of state and local government in Utah, the state budgets fail to reflect those programs to be undertaken, or the performance involved. As in local governments, operating and capital improvements budgets are kept separate so as to make impossible an assessment of their relationship to one another. The budget presented by the governor to the legislature, the report declared usually "represents a compilation of past expenditures with moderate increases for proposed agency program." It is not a meaningful document. It is not an effective plan for state government management, the report asserted. The Little Hoover Commission found that 'management improvement programs havent been started." There is no scrutiny of government by a trained management analysis staff. There has been no agency staffed or authorized to: 1. Study administrative problems within and between agencies. 2. Review organizational structure and relationships, to eliminate duplication of effort and overlap of function. 3. Analyze state programs as to need and effectiveness. 4. Evaluate methods, procedures, and utilization of personnel. The report calls for implementation and management revision of the state- merit system. Progress is such implementation, the wide commission found, has been Impeded by restrictions on the scope and quality of the states personnel program; failure to systematically a classification wage plan; failure to develop imaginative and aggressive recruitment programs; neglect of programs to encourage pro- motional opportunities among agencies; failure to initiate employe incentive and suggestion programs. Exemption of middle management positions from the merit system, the commission continued, has impaired development of an effective career personnel program. In its indictment of the system which makes state management on an efficient basis impossible, foe Utah Little Hoover Commission concluded that 'state government in Utah is so structured that it cant now be managed with the desired degree of efficiency, economy or discipline. To eliminate the incumbent management problems and to replace them with "the quality of management needed and expected In Utah, the commission proposed these impositions." 1.
