It'll be a masterpiece of legerdemain, surpassing fiscal accomplishments to which we've become accustomed in by Jim Baldwin vances as ignoring certain mandatory wage increases) with a potential deficit of only $255,000. By use of language and legerdemain, however, even that $2 5 5 -- thousand vanishes. We avoid new taxes, its proposed, by reviving old taxes. Truck taxes once halved will be doubled. Business taxes once modified will be remodified, doubling "per employe assessment in business organizations. iJ Even that fails to meet the need of a balanced budget. I think basically the system is fair, but too many guys get out of serving under false pretenses. Every guy should have to serve whether he goes to school or not. Mr. Barker suggested that closer inspection would avoid such ghastly waste as high priced door hardware being installed on the finest hardwood doors, hung for no other purpose than to hide a small garbage chute - door hardware designed for maximum security inside and out. We are perhaps fortunate in Salt Lake Valley, too, that the national economy is applying pressures to halt luxury construction spending. Not so much because of inflation threats, but because we approach tax exhaustion. The Review endorses the attitude of President Johnson, who is quoted as saying: "If the project is necessary, go ahead and build it. If it is only desirable, then defer it. Thats excellent advice and suggests the second look we have proposed for the Civic Auditorium Complex these past six weeks. Many Moods Of Will Lucas So I went to the Governors Ball. And contrary to what every publican has told you... it was not held at Derks Field. It was an absolutely stimulating affair. Re- huge throng of happy people greeted me and my lovely wife with smiles and shouts and glorious applause. I was completely overwhelmed with this delicious reception until I locked behind me. ...and saw the Governor and Senator Moss walking a few steps at my rear. You know, it's a funny thing about those , black tie affairs. ...I anticipated seeing hundreds and hundreds of Penguins... .solemn, conservative men wearing the tra- ditional black Tux.;..but I was surprised and happy to see so many Democrats wearing the latest splash of color in their dinner jackets. I was wearing what the lady at the Tux store described as a 'beat-ni- k blue dinner jacket. And I was considered 'conservative.' There were grown men there wearing gold sequin jackets and brilliant reds and all kinds of floral prints. Just wonderful! When the Republicans hold their ball I wonder what they v will wear? Oh, and the entertainment was so great it was almost shocking. A group from Lake Tahoe was flown in special for this affair. A Hawaiian group. ..mo grass skirts but sarongs. And if you think Dorothy Lamour was 'fetching' in her Wow! There were two little honey's onstage.... sarong one danced and the other played piano and there were three men on instruments and to this minute I still cant remember what they looked like. The movement on stage during the dance number was.... 'traditional. well, it was So traditional In fact....that youll never read about it in Howard Pearsons column. And then as the evening shimmied cm a lovelysurprise happened.. ..it was announced that Louis Armstrong would make a special appearance.... and he did... .and he was beautiful. He sang his famous rendition of 'Hello Dolly as the band Improvised behind him.' I met him after his concert and I found him to be charming and ageless and as ever, a truly great gentleman and artist.... The Governor's Ball was a ball. Word came to us this week that the Salt Lake County Bar Assn., which is a big this hunk of all the lawyers in Utah week is distributing to some 40 junior and senior high school libraries in the Salt Lake, Granite and Jordan School Districts a volume of a book called: Equal Justice Under Law; The Supreme Court in American Life. In the distribution of this book. Verl C. Ritchie, immediate past president of the County Bar group, told us that die association feels that distribution of;the volume wiH lead to a better and deeper understanding of die Supreme Court and Increased knowledge of the Constitutica and the critical issues which are confronted by the court. The book is distributed, Mr. Ritchie told us particularly in view of public ' criticism from certain extreme individuals and groups (guess who) which has a tendency to engender disrespect for the law. Talked with one of the political candidates the other day, feUow named He said he was against anybody conducting studies to see what needs to to make it be dime in government more efficient, that is. Said if a man doesnt know how to do the job, he shouldnt run for office. The candidate said he holds to the Brack Lee Philosophy and Brack al ways says nobody can teU him how to . run his department..-.:and if he Couldnt, do toe Job he has ntr business holding the office. We asked the candidate how he would handle some of the problems that beset our local governing bodies, and he said that no erne could teU from the outside what had to be done on the inside until he was elected and on the job. This fellow, in fact, as much as admitted that he had no more than a general idea of what problems face government in our county. Now, maybe Pm as thick as my waistline... .but, somewhere in theabove commentary, theres a line or two missing else, if a fellow doesnt know what the problems are until he gets in, how does he or the voter presume to determine that he will know after he gets in? Methinks weve been, voting fiat philosophy of government too long in both city and county. The party still needs money to pay off past and future debts, and this was a way to help get lold a Governor's Ball. it The first Governors Ball was a gay affair. There was an elegance about It that struck the heady times of a new era. It was perhaps like the difference between a reception forapair of newlyweds and the first anniversary party. The luster just wasnt there - the spontaneous gaiety wasnt there. Governor Rampton made a short speech at an occasion that might well have called for a touch of humor or insight.....but instead brought forth platitudes. In fact maybe there was the feel of an election year.. ..challenging but a little tense. When 1 arrived at the Terrace, a on-th- e un-us- ed. ion Oedipus, Move Over ree delicate. In the Republican party, which now appears on the surface to be all sweetness and victory-aime- d light little ripples lie under the surface. Some of those ripples undulated this week with a group calling itself the Republican Delegate Information Committee. The group called a series of meetings in the Cottonwood Mail for delegates and candidates to the county convention. They came under fire this wed: from County Republican Chairman Willis Muse for giving the impression they were an official Republican organization. In reply the chairman of the group, John CaneparL Jr., readily admits they are not part or the official party organization but adds We felt we wouldnt get many people to come to the meetings if we put Democrat on the letterhead. The meetings ran over a three night span starting Tuesday of this week. On the first night about 125 delegates appeared, according to Mr. Caneparis estimate plus several candidates. Mr. Muse wasnt informed about the meetings until just before they occured. The group claims this was an oversight which to me sounds unlikely. Much of the conflict colters about die race for the two-ye- ar commission post. One of the candidates, advertising man Mills Crenshaw, is close to Mr. Canepari (next door in fact) and the two worked together on the recent effort to stop the building of the 4800 South drain line, in order to protectBig Cottonwood Creek. Mr. Crenshawwas instrumental in arranging the meeting. There are those in the party who have accused Mr. Crenshaw of being a Bircher. Mr. Crenshaw says he isnt a member of the John Birch Society -and in fact on occasion has disagreed strongly with many of their policies and some of their members. He is by his own statement a conservative. Members of the Republican party closer to the center claim that the series of meetings are an attempt by the far right element of the party (hinting at action by the "Citizens For Honest. Government group) to gain control. Mr. Canepari claims it was a simple honest effort to inform delegates of the qualifications of the candidates. But, police should not expect that apartment house owners or managers wHl undertake to do routine poUce chores for poUce who resent looking into complaints. Besides I could have told you this apartment party problem would come up when the city adopted ordinances providing for the removal of all those vacated dweUings about town and or dinances requiring the constant mowing down of taU weeds about town.
