Profitable occupancy rates vary, depending upon cost and mortgage arrangements, but Dr. Lignell says that the Stansbury will need an 82 percent occupancy rate to come out profitably. The general occupancy rate in the valley is a tough figure to come by and apparently none knows for sure what it is. One builder estimates 25 to 30 percent, but one banker thinks it's closer to 13. Such disagreement on basic facts underlies part of the entire problem. ALL FULL Under an oversupply situation the natural expectation would be for older apartments to feel the worst pinch. In many cases they do, but to compound the confusion at an accurate analysis, Covey Investment Co., is surprisingly happy. George Marks, manager of five older apartments for this firm, including such stalwart landmarks as the Buckingham on East South Temple and the Hillcrest on first Avenue, says "Weve had no Increase in our vacancy rate.
