(J-- K o VDJ - CO A representative from hte Uinta County Herald, with offices in Evanston, Wyoming appeared before the Commissioners to request that the Uinta County Harold be reinstated as county paper of note for Rich County, in place of the Rich County news. Esta Baldwin told Commissioners that three requirements have been set down by the Utah press Association to legally allow a county paper to be the legal paper of note for public notices. Baldwin said requirements are that a paper has been published for 18 months, that it has had a second class mailing permit for one year, and that it have a subscription list of over 200 persons. The Commissioners told Baldwin that the matter will be taken under advisement. The Rich County Commissioners met yesterday in their regular monthly meeting. Mac Hoffman, spokesman from the Emergency Medical Technician Association asked that money in the ambulances budget be carried over at the end of the year, so that monies may accumulate to buy needed equipment and new vehicles next year. Sheriff Ogilvie told commissioners that the animal control program will be reinstated in January. An animal control officer will be hired, and dog tags will be required. The commissioners accepted the resignation, effective January first, of Rich County Attorney Richard Lambom. A bill for 800.00 was presented by Mike Madsen to the County for his snowplowing services on a country road near his residence. Sheryl Porter, Rich County Health Nurse, met with commissioners to discuss the need for a secretary to serve the county office. Debbie Ames, Rich county recorder, told commissioners that tl recorders office will now be open during the lunch hour, with regular business hours being from 9:00 a.m. to 5:00 p.m. on week days. Sheriff Ogilvie told the Commissioners that a new dictaphone purchased by the Rich County Sheriffs Department recently is a valuable piece of equipment, something they should have had long ago. The system records all incoming calls and will prove invaluable for verifying information, Ogilvie said. Dr. Bailey has recommended that the local council oversee the Emergency Medical Services. A motion was approved by the commissioners to establish an emergency medical services council. A motion was then approved to accept a contract for the special services district. A motion was also approved to appoint another board member, JoAnn Anderson, to the Special Services District Board. The County commissioners meeting will continue Monday, December 12 on the master of the county budget. A representative of the Uinta County Herald, published in Evanston, Wyoming, appeared Wednesday before the Rich County Board of County Commis- sioners to request that the Herald be reinstated as legal county paper of note. Baldwin told the board that the Utah Press Association has noted three conditions required of a legal county paper. One condition, she said, is that hte paper has been published for 18 months. The second is that there be a subscription list of at least 200 persons in the county. Teh third condition, according to Baldwin, is that hte paper obtain a second class mailing permit. The Rich County news, recently purchased by Bill Alexander of Evanston, is considered as the paper of note for Rich County, according to a recent comment by a Rich County Commissioner. Alexander said Wednesday that when contacted, a Utah Press Association employee said the conditions mentioned by Baldwin were unknown to the spokesman. However, an official opinion from the U.P.A. had not been received at press deadline for the Rich County News on Wednesday evening. Alexander noted Wednesday that he would point out to the U.P. A. that the Rich County News will be published weekly in the future. He said the news is printed in Salt Lake City, and that Rich County residents report the area news and are employed by the paper. Alexander also stated that an opinion from an attorney of the Rich County Board of Commissioners recetnly found that as far as he can determine, good distribution of the official paper within the county is as important as any time factor involved regarding publishing. According to Alexander, the Rich County News is presently the legal county paper for Rich County. |
