For years, that phrase has been used to describe the Democrats' advantage among women voters. But the party is suffering this year from a gender gap of another sort: tributing substantially to the Republican Party's midterm election opportunities. "It started with gays in the military at the start of the Clinton term and has just exploded as white men view this administration as big government, and higher taxes, and Republicans as on the right side," said GOP pollster Ed Goeas. At the House and state legislative level, the trend is extremely damaging to Democrats because of disthe creation of majority-blactricts designed to increase black representation. That has left many white Southern Democrats in dis the rush of white men into the Republican column. This trend, particularly in the South and in national elections, dates back three decades. "In the days of George Wallace, white males were the most Democratic group in the South. Today they are the most long-ter- m Republican group."
