Gary Brockbank, R-Salt Lake. wants the Utah Legislature to okay a constitutional limit of state and local taxes — and has released a public opinion poll that Says 75 percent of Utahnsfavor the idea Brockbank Friday introduced a proposed amendment to Utah's Constitution which would prohibit the state and local governments from increasing the portion of people's incomethey take in taxes. The limit would use a formula based on yearly population growth and the annual increase in per- sonal income to allow Utah and its local governments to increase the dollar amount they collect in taxes. But the percentage of people's income which is eaten up by taxes would remain the same. In emergencies,the limits could be temporarily overridden. All formsof taxes. at the local state and federal level, now consume about 47 percent of a person's income. said Brockbank A similar constitutional limit was proposed last year but the Legislature voted it down. Only 7 percent were willing to see the percentagerise — Most Utahns 88 percent. said they feared the percentageof their incometakenby taxes would increase without some form of tax limit — Taxes can be limited without sacrificing needed governmentservices, said 69 percent. — Given a choice between having taxpayers con- trol tax limits or leaving the task to elected officials, 63 percent said taxpayers should set the limits. Dr. Frank D. Richardson, who often does public opinion surveys for the Mormon Church, conducted the survey. He polled 404 people over the age of 18 in 10 Utah population centers.
