He said that he felt that the $5,000 attorney fees could be cut down considerably. Turnbow responded that there are legal precedents to be set and that each legal battle they are fighting is a potential source of revenue to the city. Turnbow wanted to straighten out a statement by the news media in a recent story. He said that Judge Bullock had ruled that the annexation of Manila was illegal, but that the decision is not at the moment final, because of appeals going on in the courts. !jtwo committees are being formed f ' l in American Fork and one in ' Jar Hills, to study the possible merger of the two cities. Preliminary negotiations will start between the cities soon. American Fork Mayor Malcolm Beck's suggestion, according to Mayor Richard Turnbow of Cedar Hills, the joint committees will study He feasibility of the merger, the cost, taxing structure, etc. Beck suggested that a member of He town council from each towns be appointed to the committees. Also, , said Turnbow,' a member of the planning commission and a prominent citizen should serve. Names were suggested at the Cedar Hills meeting for the committee. Turnbow said that both he and Beck felt that all successful negotiations start with successful preliminary negotiations. In further business, Turnbow told of the upcoming hearing that will take place June 19 at the county building in Provo. It is a hearing regarding the annexation of Manila, and the appeals that are being filed. This particular session will hear arguments about whether some minutes from a previous Cedar Hills town meeting should be admitted. A landbond foreclosure was brought by the town against owners of 15 acres. The owner has been notified, and the bond can be cashed in within 30 days. Brian Harrison, the city attorney, said that the property has been held in trust, that the owners have not responded, and that action will be taken. The land is ap-proximently ap-proximently 15 acres, according to Turnbow. Some homes on Sage Drive are alleged to be in violation of the city nuisance ordinance, and Harrison has sent a letter to the last known owners. The owners have been given 10 days to clean up or have a hearing before the city council. If they don't clean up, the city will go in and clean the property up and charge the owners with the expense, officials noted. He said that they will probably have an election to add additional mill levies to the budget for next year.
