County Residents Enjoy Hike to Wolf Creek Park By Shanna Francis Ogden Valley News Approximately 200 plates of pancakes were served to hiking and horseback riding enthusiasts who showed up at the Wolf Creek Park trailhead July 12, to enjoy breakfast in the outdoors, and to see for themselves the value of a county easement and an accompanying 160 acres that Weber County Commissioners sold to Rulon Jones in 1997. In October of 2002, after a long drawn out legal battle, the Utah Supreme Court ruled the sale null and void because of the county’s failure to follow procedural due process. Because of the ruling, the property reverted back into public hands. Plaintiffs in the case stated that the breakfast and hike were organized to celebrate the decision. The creation of the Square Foot demonstration garden is being nurtured by Square Foot Garden creator Mel Bartholomew, founder of the Square Foot Garden Foundation, a non-profit organization whose goal it is teach the world how to economically raise crops so they can feed themselves. The boundary and budget developed as the result of the pre-feasibility study will be presented. Attendees will be given an opportunity to sign the petition requesting a formal Feasibility of Incorporation study. The boundary has been developed after obtaining community input, pre-feasibility work performed by Weber County, meetings with the major resort areas, Huntsville town leaders, and planning commissions of the two townships. The committee, under the leadership of Dick Manley, has identified boundary “chunks,” permitting a final adjustment as part of the feasibility study. The budget has been developed by a team led by Dyan Gill. Jim Ormsbee developed a spreadsheet to facilitate the work which has been very useful. Extra funding is targeted for inspections and plan review as this area was often mentioned as a concern. The petition requesting a Feasibility of Incorporation study was prepared pro-bono by Mark Ferrin. It specifically excludes the automatic use of a person’s signature on a subsequent petition to incorporate, again in response to public input. Valid signatures are limited to property owners or their official representatives. The movement for possible incorporation has been managed during the last six months by a group of volunteers. A smaller group of about ten has met every week or two at 7:00 a.m. to coordinate, plan public meetings, and to make necessary decisions. The larger group of 60 was active early in the process, and will be called on now to help with the upcoming petition drive. A youth group from Salt Lake City volunteer their services in Eden.
