Show MODEL fjiffi Joint Committees to Begin Work on New Law Merit System Guarantees. Washington, D. C. April 1. Preparation Prepa-ration of a model civil service will be taken up here tomorrow at a meeting meet-ing of tho joint committees of civil service commission and the National Civil Service Reform league, announcement an-nouncement of which was made today. to-day. Aniong those who will take part are Robert Catherwood of Chicago; Chi-cago; F. E. Doty of Los Angeles; Lewis If. Van Duson of Philadelphia and Henry Van Klecck of Denver, representing the National Assembly of Civil Service Commissions, and Robert D. Jenks.of Philadelphia, Elliott El-liott H. Goodwin of Washington, and Robert W. Belcher of Mew York, representing rep-resenting the National Civil Service Reform league. A law embodying the essential principles prin-ciples of a practical merit civil service ser-vice system which might become applicable ap-plicable to any state and also applicable applica-ble to its county and municipal governments gov-ernments is the object of the meeting. It is also proposed to draft a form of constitutional amendment for states where the people desire to surround the merit system with con stilutlonal guarantees. |
