Show Thursday, February 8, 1979 4 Page 13 Council Votes To Expand Commission Continued From Page i City Planner David Freece said a survey he conducted of Wasatch Front communities showed that towns of populations ranging from 100 to 25,000 people have planning commissions comprised of five members and one chairman. In towns larger than 25,000 people, those commissions increased to seven members and a chairman. "If you want an effective planning commission, its size has to relate to the population," Preece said. "It it's too large, nothing is accomplished." City Attorney Mike McCoy commented com-mented that more important than the size of the population is the complexity com-plexity of problems to be dealth with by a planning commission, suggesting that Park City's development develop-ment has reached a point where more members would be a benefit. "I'm afraid the size of the commission com-mission will get too unwieldly," said commissioner Rusty Davidson. "If the representation isn't as it should be, replace some of us. And I also have a problem with a rotating chairman. It's a difficult job not as all encompassing and time consuming con-suming as a mayor, but I'd hate to see the chairman change after just one year. It's a difficult job to learn." Davidson also was concerned that the proposed changes had not been discussed with the Planning Commission Com-mission in advance, suggesting that the commission itself could have helped with the writing of the ordinance. or-dinance. Mayor Green noted that "....it is my opinion that these proposed changes are certainly not controversial, controver-sial, and no one on the council, to my knowledge, has regarded them as such. Consequently, they were not made the subject of a meeting with the Planning Commission." Van Martin, former Park Citv Planner and an employee of J.J. Johnson and Assoc., said, "I think the proposal to be very reasonable. It is a concern to me when I am representing represen-ting a developer at a planning com-, mission meeting where there is a lack of members and I have to return, two, three and four times. I don't think the changes will hurt the process in the city at all, I think it will enhance it." In a prepared statement read at the council meeting, Watts said, "In summary, it seems that the proposed changes do not in total strengthen the positions of the Planning Commission or the City Council. If there are covert reasons for change as opposed to those reasons offered, they should be dialogued in an effort to reach understanding un-derstanding and unity of purpose. It is somewhat dichotomous that the City Council and Planning Commission Com-mission are in a posture of divergence." divergen-ce." City Councilman Steve Dering noted, "It seems this is becoming a personal issue. ...you're trying to relate the proposed changes to the present commission, but they are meant to last for years to come." "We are trying to address weaknesses and criticisms with this ordinance," said Mayor Green. "These criticisms don't relate to a developer's project being turned down, but to his rights being violated, which could be the basis for law suits. It is my opinion that these changes would strengthen the Planning Plan-ning Commission." Following more than two hours of discussion about the proposed restructuring of the commission, the City Council adopted the ordinance in. a 3 to 2 vote, with Councilwoman Eleanor Bennett casting the opposing vote.
