Show Wednesday, June 29, 1977 School Board Approves $1,474,146 Budget Continued from Page 1 services, tort liability, recreation and capital outlay and debt service - with maintenance and operation by far the largest of the five. The M & 0 fund is expected to total $975,998 which is two-thirds of the entire budget. To generate $445-359 of this total, 28 mills plus a 1.5 mill voted leeway will be assessed. State contributions to this fund are anticipated to be $440,717 with federal monies expected to be $52,622. Fifty-eight percent of the M & 0 budget is slated for instruction costs which are pegged at $570,792. Of the instruction costs, 71 percent will go toward teacher salaries. Other Funds The second largest fund will be for capital outlay and debt service. Most of its $420,832 will go toward new buildings and the retirement of bonds categories. The school food service fund was set at $56,434 with most of the revenues coming from students lunch payments and federal reimbursements. Dr. Goodworth's proposal for the recreation fund was the only one which was reduced by the school board. The board voted to delete a quarter mill ($3,559) from the recreation fund and add it to the voted leeway tacked onto the M & 0 fund. With only $4,000 spent from the recreation fund this past year and a balance of $11,456 remaining, the board felt that additional money would not be needed this coming year. Dr. Goodworth noted that the recreation fund money goes toward "community oriented" programs rather than specific school programs. The tort liability fund was set at $5,876 with no mill levy assessed due to a fund balance in that same amount. The money is spent on insurance which provides school district employees and board members protection from legal liabilities. Dr. Goodworth noted that this insurance will pay for any legal expenses incurred by he and board members in the law suit expected to be filed by former Marsac Elementary School principal John Elwell who was fired earlier this month. During his budget presentation, Goodworth remarked that the school district's assessed valuation three years ago, when he assumed his position as superintendent, was seven million dollars. The current valuation is $14,525,000. The amended budget was passed by a unanimous vote by board president Gary Boyle and members Ann Prince and Violet Terry. Board member Jack Green was excused to attend a Snyderville Basin Sewer Improvement District meeting and Alva Dearden was absent. Big Game Seasons Set Continued from Page 8 of the State, due largely to mild winter conditions and favorable weather during the fawning season. The Northern, Northeastern and Central regions have shown the most pronounced deer population increases with herds in the Southern and Southeastern regions improving, albeit somewhat slower. Archery Deer Season The 1977 archery deer season will be open from Aug. 20 through Sept. 5. The hunt will be buck only statewide except in herd unit 52, where the four points or better requirement, as in the general deer season, will be in effect. One deer per hunter will apply. The Board made use of the cocking device known as "Sure-Shot" illegal during the bow hunt and also established the archery season dates for 1978 to be Aug. 19 through Sept. 4. The bow and arrow is a legal weapon for hunting all big game animals in Utah. Muzzleloader Deer Season Muzzleloading enthusiasts will have their own deer hunting season this year from Oct. 1 through Oct. 11 in the following units: Wellsville (unit 4), Stansbury (unit 12), Minnie Maud (unit 27A) and Monroe Mountain (unit 48). Additional regulations will require that a muzzleloader must shoot a projectile of .40 caliber or greater, use black powder only and be equipped with iron sights. Elk The 1977 open bull elk season will be Sept. 28 through Oct. 16. Open bull elk permits may be purchased at any Utah Division of Wildlife Resources Office, either in person or by mail July 25 through Aug. 12. Application forms are also available from license agents. Special permit elk hunts, as in previous years, will vary by unit as to the type of hunt and number of permits issued. Hunters will need to examine the new proclamations carefully. Authorized were 1,305 hunter's choice permits, along with 535 antlerless and 130 special bull only permits. Procedures for making application on the special elk permits was changed this year. Anyone wanting to hunt elk this season will first have to purchase an open bull elk permit ($15). Open bulk elk permittees will then be eligible to make application for special elk permits which will be selected by a drawing. Successful applicants will have to pay an additional $10 for the special permit. The Board also elected to allow party applications for elk hunting units where open bull hunting is not authorized. Applications will be limited to two individual permit holders' names per application. These permits will be available on the Book Cliffs, Avintaquin-White River, Goslin-Three Corners, Heaston and Indian Peaks elk units. On all units where open bull hunting is authorized, only single applications will be accepted. One hundred twenty-five nonresident open bull elk permits were authorized by the Board. That is 25 more than last season. Archery Elk The archery elk season for 1977 will run concurrently with the archery deer season, Aut. 20 through Sept. 5. There will be an unlimited number of archery open bull elk permits sold. A special drawing will select 100 of , these permits to be validated for hunter's choice harvest. All open bull elk units will be open to archery elk hunting. Antelope Sept. 3 through 11 will be legal hunting dates for the 1977 antelope season. Two hundred and fifty permits have been established. The Cedar City and Hatch Point units will have no permits issued this season. Buffalo There will be ten hunter's choice buffalo permits issued again this year for the Henry Mountains buffalo herd. The hunt will be Nov. 5 through 20. Moose Two of Utah's three moose herd units will have permits available for hunting this fall. Herd unit 1, theUinta North Slope, will have 20 bull permits, with hunting from Sept. 10 through 25 on the entire unit. A portion of unit 1 will be open to hunting for those who draw out on the 20 antlerless permits. The antlerless hunt will be Nov. 12 through Dc. 11. Moose herd unit 2, Ogden River-Lost Creek-Cache, will be separated into two subunits for the 1977 hunt. Each unit will have five bull permits available. Moose herd unit 3, Daggett, will be closed to hunting in 1977. Bighorn Sheep A total of 25 bighorn sheep permits will be issued for the Sept. 17 through Oct. 16 hunt. Twenty permits will be good on the portion of the south-central south-central Utah bighorn hunting unit that lies north of highway U-95. The remaining five permits will be valid for hunting south of the same highway.1 Only legal rams, those of seven and one-half years of age or older and having minimum 144 modified Boone and Crockett points, may be taken.
