There is a principle involved, and I believe in it. At that time, I was invited No matter how we slice it the drainage problem is going to cost money. We re grateful that the county has called fdfr and received the comprehensive -- report of Caldwellr-Richarda-an- cL Sorenson before extreme problems arise. Three general plans of financing the program were recommended. One included general obligation bonds to be repaid from general property taxes. A second was the creation of special district. The third encompassed a direct property levey to accumulate funds and build as necessary. .The combination of fhe first and last programs as suggested by the engineers appears reasonable. We have enough direct and separate taxing districts in existance as is. We support the countys desire for a bond election soon and the immediate planning for construction to prevent fut'U re expense and damage from floods and inadequate drainage. .this ,, way. to note of It is of interest that many the downtown merchants, even some of the so called die hards, have moved to the suburbs with branches. The advent of the Cottonwood Mall, particularly, has set a new pace for commercial development in the valley, and perhaps along with it cultural, and business patterns. And so freedom must be more than an absence of external control, rather an inner discipline and responsiveness to others. We would not venture to guess where all this will lead, and at any rate it must be' based on well calculated risks of the individual businessman. Nevertheless, a degree of voluntary, cooperative planning will aid in finding an orderly course. In this way the tax burden might be kept at a minimum, the beauty of our valley retained and developed and elements of education, culture- - and recreation integrated with the whole. The consideration now might well be a suburban planning association, structured on a voluntary basis similar to the DPA. This may be a premature suggestion. There still appears to be' plenty of room in the suburbs, yet the drainage report clearly indicates that the kind of suburban development we have had means problems. Such a planning association might well bring subdivision developers together with merchants and representatives of community citizen groups in an attempt to prevent additional problems and to plan for positive growth factors. We feel that Mr. Wallaces proposition to thinking ever 'brings truly fruitful effort. The downtown area expediences a new spurt of growth, not along the lines of Retail t development,' hut- - in commercial business. Ther Suburbs continue to sprout new retail Butler Woman Says Drainage Will Cost, Being a suburban newspaper we have an understandable bias toward development of the expanding areas outside of the city. Until recently we had the feeling tint the Downtown Planning Association was a kind of defensive move to combat the suburban commercial growth. It was heartening to see the DPA name as its president Walker Wallace, a man with foresight and experience in city planning, particularly Monday when Mr. Wallace'pro-pose- d including county representatives in the association. He said that he was afraid that in some quarters DPA is regarded as primarily a pressure group for the interests of downtown property owners and merchants. We must admit that at times it has looked are aware of the provisions covered by the various zoning ordinances.
