An arm of the Utah Industrial Development Division, the program will offer advice on how to obtain financial aid and on management problems that may be complicating a firms financial troubles. Of 1,795 manufacturing firms in the state, 82 percent have under 50 employees, and 47.3 percent have under ten, Bird said. He defines most firms employing less than 50 people as small, and most firms located outside the Wasatch Front as rural. We expect most of our attention will be focused on businesses in the extractive industry, since that, along industries, is with its spin-of- f the largest industry in rural areas, Bird continued. "Of course, we dont want to waste any entrepreneurial talent, and well help anyone with this kind of talent find a place to employ it. We shouldnt have to export these people outside the state, he added. The major impetus of the 1977 legislation creating, the program was to develop and stabilize small businesses in rural areas, he explained. Those businesses that need to save, or want to create jobs will be given highest priority, he said. Bird, formerly with the Bureau of Economic and Business Research, and his assistant, Paul Rodet, a management consultant, will spend most of their $60,000 budget on salaries, travel expenses and a few brochures. Bird said.
