Show r The National Enterprise, August 17, 1977 Apparently many residents opposed proposed development plans because developers did not appear completely open about their plans. Bertagnole said last week the "only solution" to several problems in the canyon would be annexation. He cited a pollution problem caused by cesspools being drained into Emigration Creek and subsequently polluting water that went through the Hogle Zoo, Bonneville Golf Course, and Sugarhouse Park. Bertagnole also said he had heard rumors of people dumping the contents of their holding tanks into the Creek. Services improve A higher tax base, as a result of annexation, would enable the city to clean up the area, he said. Canyon children then also would not have to be bused to county schools, but could attend schools in the city which would be closer and enable a safer trip. Bertagnole called the i lower canyon area "kind of an east 2nd South." Many small homes inadequate for family living have been built, he said. The owners of those homes did not want annexation, he said, because of the possibility their taxes might increase. Most of the new homeowners, however, did want development, Bertagnole said. He said he favored annexation of the entire canyon up to the lower Pinecrest area. But Bonnevilles Dunlop pointed out the difference in taxation wrould be slight now' light of recent Utah Supreme Court rulings in against double taxation of city The residents for services. only significant difference could be the city's new' tax on utilities. Dunlop said writh annexation the city could provide garbage collection service. At present, the garbage is being collected by a private firm because the county had been losing money doing the job. Annexation by the city "just a matter of time, Dunlop said, although the issue was a debate and "a study in comw-a- s long-standi- ng plexity. The arguments have arisen several times before without resolution. According to Eaton of the Citizens of Emigration Canyon group, the issue "almost tore the canyon completely apart in 1970. Thats why he and the CEC group are remaining neutral and providing a forum for discussion by both sides. Eaton said the CEC will attempt to keep residents of the canyon informed. Eaton also said a group of residents in the Skycrest Circle area, a neighJ borhood, had nearby attempted to add their land to the annexation drive but that petition had failed to gain enough support. Most of the smaller landholders were against annexation, he said. The larger landowners, Page seventeen however, would be able to develop their land if sewage and water facilities became available. Eaton said, adding, "There are a tremendous number of buildable lots." City Planning Director Vernon Jorgensen said last week a petition had not yet been filed, but he had seen drawings of areas proposed to be annexed.
