According to a study prepared by Utah Foundation, the private research Utah has been rising somewhat faster than that of the nation as a whole. The Foundation report shows between 1966 and 1976 state and local employment in Utah climbed by 48 percent, compared with 41 percent throughout the nation. During October, 1976, there were 35,260 federal employees in Utah, and this was equal to 287 federal Total payroll expenditures in October, 1976, of all state and local units in Utah amounted to S55.8 million. On an annual basis, this monthly outlay would translate into a total salary expenditure of S670 million a year. The Foundation points out this outlay excludes amounts for most employee fringe benefits such as insurance, retirement, social security, unemployment insurance, workmen's compensation, etc. Education is still the state and local government activity requiring the largest number of employees in Utah. Similarly, nearly 61 percent of all state and local workers in Utah were employed in education, compared with 49 percent for the nation as a whole. This was equal to 60.7 percent of the total state and local government workforce.
