The House of Representatives has passed and sent Representative John Smiths H.B. 101 to the Senate. H.B. 101 appropriates $3 million for the construction of water and sewer facilities on the south shore of the Great Salt Lake. . u .? ', i T J The debate on the house floor was not much of a spectacle, mainly because the gallery was filled with notable lobbyists that, if listed separately, would constitute a Whos Who of Salt Lake County businessmen. In this writers opinion, this is the reason H.B. 101 received so much support but it is also the reason that several representatives from Weber County and some rural areas voted against it. The social and economic statistics presented in favor of this development are many and deserve review. The with all of in reasons the favor of problem reviewing development, is that this entire paper would have to be devoted to that one subject. Suffice it to say that projected increased tourist revenue will make up for the appropriation in three years. Why then was there any opposition to such a measure? The answer to this question has two parts: (1) Some Weber county representatives are not willing to spend the money because they see south shore development as detrimental to the expansion of the potential recreational use of Antelope Island. (Access to Antelope is provided somewhere north of Salt Lake County.) They see the legislature as a political Dialing for Dollars with regard to state revenue and they are still upset because of Governor Ramptons veto of the development of the Union Pacific Depot in Ogden last year. (A great reason although they should be upset). (2) Rural representatives from areas where few tourist dollars are ".pent are just flat not interested in spending dollars for projects where it does not aid their constituents. Again a Dialing for Dollars attitude, but I am happy to report that few such representatives adopted that philosophy. Representative Smith does not believe the bill will have great difficulty in-- the Senate although he is concerned that several northern senators (north being on the other side of Davis County) may cause some problems. From where I sit, it appears that a substantial majority of Utahns favor developing the south shore of the Great Salt Lake. The manner in which H.B. 101 attempts this is excellent mainly because the state is making an investment which will be taken up and expanded upon by private enterprise. The state will create the opportunity of development at the lake, with the private sector absorbing large dapital costs which have prohibited development in the past. The money will be returned several times over in many ways, not the least of which will be millions of dollars in increased tourist revenue which will benefit the entire state.
