Show USPS Millard County 2 - Ptgc Thar Sepl 1988 TO THE (ffommenta I was very surprised at the response we received from our request for people to respond to our hazardous waste question It seemed to me the area has been in a kind of lethargic state since all the hustle and bustle of IPP wound down I hadn’t seen too much enthusiasm from anyone about anything So expected a few coupons to come in but when I started opening mail I and the responses was astonished weren’t just “no” they were “MO” And the accompanying comments left no doubt in my mind that they were emphatic with their no’s If nothing else the hazardous waste question has gotten the adrenaline flowing and the blood pumping And it is always comforting to know we live in an area where people will stand up and be counted I had some hand delivered because they “wanted to make sure we received their vote and it got counted before the next issue of the paper” Also some people from Fillmore took the time to drive over with their votes am sorry it is such a subject that we have to deal with but I am very pleased to know this is still an area that cares about the quality of life and cares enough to do something about it And the “Letters to the Editor” keep pouring in We have four already for next week I like “Letters to the Editor” it is one of the parts of the daily papers I always check out Also it offers such an opportunity for people to voice their opinion but sometimes I think people just take for granted this wonderful vehicle to exercise the First Amendment to the Consitution I am still getting response to my depression column I recently received a letter from Marge Barton who was Editor in Fillmore for many years before moving to California She says “I’ve been reading with interest your columns about your bout with depression I have a friend who was recently and put diagnosed as on the drug lithium What a difference is has made in her life! The answer to this question by a Rollins official was “Yes” The official explained that it would be a business decision that when the company was financially able a cond incinerator would be built at the Lynndyl site I would like to pose the question to Millard County residents who to date have not taken a stand on this issue “Are you comfortable with the waste possibility of two hazardous incinerators-aa landfill-- in your backyards?” Do county residents want to double the likelihood of problems and accidents which come with such a hazardous industry? I think not It is my opinion that once Rollins has its foot in the door we will see more hazardous waste and problems associated with it than we ever imagined possible To change the subject somewhat I would like to discuss some of my contacts with local politicians regarding the I telephoned Rollins proposal and wrote to Representative Joseph Moody He stated over the telephone several weeks ago “This issue does not concern me I have no opinion on it one way or another” I wrote to Senator Cary Peterson I have no knowledge whether he has promoted Rollins interests or not promoted them He telephoned and carefully stated “I have never supported the Lynndyl site for Rollins Does he or opsupport operations” pose a site elsewhere in our county-- or in the State of Utah? He did not make that clear I telephoned our county commission chairman Mr Michael Styler and pressed my concerns He stated that he was in favor of Rollins coming to our county and he had no problems with the Lynndyl site I wrote to Commissioner Warren Jensen after trying to reach him numerous times by telephone He has had ample time to respond to my ter either by telephone or by letter To date he hasn’t had the courtesy to respond in any way to my letter It is my that he is in favor of understanding Rollins coming to our county It is common knowledge that the county commissioners voted to change Millard County zoning ordinances in April of this year to allow Rollins to do business in our county after they accepted an all expense paid trip (paid for by Rollins) to visit Rollins operations at Deer Park Texas Baton and Logan New Rouge Louisiana Jersey Is it possible that the commissioners’ free trip influenced their vote on this issue? It should be noted that the county commissioners have no legal influence on what the town of Lynndyl chooses to do within their own boundaries Technically they have no say whether or not Rollins’ hazardous waste cinerator and landfill are built within Lynndyl town limits However the commissioners and the present county zoning ordinances have a lot to say about Rollins operations elsewhere on county property outside of town limits If the Lynndyl site is abandoned for any reason and Rollins chooses to locate on county property then the commissioners’ position is very important Commissioner Styler in a recent Deseret news article is quoted as saving that the commission is neutral on the issue Technically this may be correct If they are neutral then why did they vote to change the county zoning to allow Rollins to operate in Millard of X " I have accumulated information on the ground water in our area that I’d like to share with you Either the information is correct and irrefutable or we can assume that the technical information compiled by the United States Geological Survey is misguided and uninformed My definition of fact is the same as is found in the dictionary: a thing known to be true or to have really happened I do not deal in scare tactics and any wishing to see the sources of my information are more than welcome! It is with increasing concern that we look at the proposed hazardous waste incinerator and the possibility of a hazardous waste landfill situated at Lynndyl This proposed site is upstream from our ground water culinary supply This area is not only over a specified recharge area it is also above the ground water that is moving towards our developed areas where our wells are located r reserRecharge to the voir is by infiltration of precipitation canals reserseepage from streams voirs and unconsumed irrigation in these water Any contamination areas will eventually contaminate the entire valley Reports showing the Recharge and Discharge of the entire area tell us that the amount of water entering and leaving these areas is a very large amount 92000 per year Showing that a substantial amount of water enters the underground water system and that a substantial amount of water thereby moves out of it This movement will carry any contamination Graph 10 presented by the US Geological Survey taken from HYDROLOGY AND PROJECTED EFFECTS OF GROUND-WATE- IN THE SEVIER WITHDRAWALS DESERT UTAH Technical publication No 79 State of Utah DEPARTMENT OF NATURAL RESOURCES 1984 shows the increasing deterioration of the water quality in our aquifers The Recharge area gets water from not only direct rain and snow fall but also from our streams and the Sevier River itself As Mower and Fcltis the Sevier (1968 p reported River is a major source of recharge to the Sevier Desert In short if any toxic materials were (thru accident of any kind) to make there way into the Sevier River they would be very shortly diverted an introduced into our ground water system by agricultural diversions In other words from the river to the Helds and then thru unconsumed irrigation waters into the aquifers Any hazardous waste that could not be removed within minutes would eventually enter the ground water systems and the damage wouuld be irreversible We understand that there are hazardous waste shipments thru this area at the present time But more and in such a vulnerable spot it not acceptable If you have somthing bad to justify more of the same (in much higher quantities) by saying its already here anyway is ludicrous! There is no proof available (except for by trial and error) that the Rollins facility will be safe There is much proof available that it could be very hazardous to many communities To their health safety and general welfare It’s time to STAND UP and be heard We have too much at stake here to allow the few to manipulate the many DON’T let anything stop you from coming to the September 1st meeting at the Delta High School Only the people ail of the people can fight for our safety for our rights and possibly for our very futures! We must remember the fact that this proposed site is above and upstream from our ground water culinary supply That recharge areas do not change if at all in perhaps hundrastically dreds or thousands of years Don’t let anyone tell you that this is not a danger zone We must remember that if any toxic waste should connect with the aquifers it will then connect with our water At that site any system that is not absolutely fool proof would pose a dangerous threat to our health and our communities Without water our towns CANNOT exist! Things are OK here going just fine There are other people that will look after my interests and besides what could possibly effect us enough for me to be involved in local government I really never thought much about it and I admit to you that I was wrong not to do so It is necessary to be involved in community government Our community is being faced with more than a serious issue and all of us the people need to be involved We have freedom of speech and freedom to assemble to bring to light the issues Friends and neighbors of this community need to be fully involved on this one The proposed hazardous waste plant in Lynndyl could effect all of us Do we really want it in our area? repeating for those who haven’t It concerns me that we would have a hazardous waste plant in this country and that waste could be coming from another state which won’t take care of its own This county and state didn’t produce it and we don’t need it It is not my objective to make anyone feel bad who has not been involved I wish I had been involved and I would hope that we sooner would all take serious interest in this issue We have a beautiful area here good water dean air and we are secure in knowing that right now potential hazards are minimal for us I hope we can keep it that way Rick L Moultrie Delta Express Mail in Holden At the Holden Town Meeting of July 7 1988 the Town Council asked (1) if the mail could be delivered any earlier in the morning and (2) if there was a way to improve the Express Mail service to Holden This is a follow-uletter to report on what we have tried to do in those areas It is nearly impossible to change the established office hours "But mail can be delivered noticeably earlier if it is correctly addressed with the proper PO Box numbers It takes up to six times longer to deliver a piece of mail that has no address or a wrong address With this in mind I have energetically attempted for 6 weeks to inform every bank and publisher advertiser business mailer when they had mail inThese business correctly addressed people have cooperated fully in updating their records with only one exception I would especially like to comthe ment the Chronicle Progress church magazines and CONTEL Telephone for how quickly and profesEven in a sionally they responded smaller office like Holden we have been able to deliver the mail anywhere from earlier than 20 minutes to one hour during the month of June Also less mail is misdelivered now that we don’t have to play the “Guess the Address” game As for Express Mail we are starting to work with the Fillmore to Delta courier Anytime Monday through Friday that you have outgoing Express Mail and can get it to the Post Office by 3 pm you should have overnight delivery Incoming Express Mail is still arriving late if it comes from outside the state of Utah The lack of air transportation to Provo seems to be the major problem and a solution may not come soon unless truck schedules can be changed If you would like to get Express Mail overnight from Arizona or California on a regular basis we might be able to custom design a route through Las Vegas if you let me know ahead of time There is no extra charge for this service In fact the rates are usually less for Custom Designed Express Mail If there one is always difficult to deal with But often tragedy strikes twice as families are left without support and assets are tied up in court would like to present over the next few weeks a series of articles to help you be better prepared for that eventuality The information I present should not be construed as legal advice It is provided to give you background information and help you be better prepared to talk to your attorney I wish to express my personal thanks to Warren H Peterson of and Peterson Attorneys at Law in Delta for his advice and help preparing these articles The following is an fictional example of what could happen when death strikes a family unprepared Joe and Jane Farmer have been married 17 years They have five children Little Joe age 14 Brent age 13 Mary age 10 Sharon age 9 and little Niky age 5 Joe farms 340 acres full time Jane teaches school and takes care of the Jane handles the families family Joe checking and savings account takes care of all farm accounts and records Then one cold day in December Joe feels a sharp pain in his chest as he’s feeding hay Jane notices hoe is late doing chores and goes to check on him The tragedy that follows is indeed heartbreaking But as shock and despair lifts a new tragedy arises Jane takes a leave of absence from teaching to pick the pieces up and run the farm Her pay check stops The family checking account only has S800 in it and the savings is at $500 All the farm accounts are put into probate She has applied to be a person representative (administrator) for Joe’s estate but that will take three weeks In the meantime last months bills cannot be paid and credit must be applied for this month to buy feed and fuel to run the farm Joe had sold 100 acres two years ago but that transaction was in his name and ran through the farm account so it too is in probate Joe had an insurance policy worth $100000 and while Jane was the beneficiary the policy was in his name and paid for through the farm account so it is included in his taxable estate along with the other assets Joe also had a $10000 burial policy which helped out Since Joe has no will the state will give Jane $10000 of the value of her home and $5000 for furnishings Once the estate is settled she will get half the remaining value of their home and farm The other half will be held in trust for the children equally So in addition to filing for personal representative of the estate she will also have to file to be appointed the custodial guardian for her children’s terest State and federal estate tax forms must be filed and any amounts due paid in nine months from Joe’s death In reahtv Jane will not be able to keep her home and farm and will have to make hundreds of decisions she knows little or nothing about AH because Joe and Jane had done no estate planning Next week I’ll talk to you about what an esate plan is so you can get started |
