“James Masner Deputy Sheriff Millard County” That was the beginAs this particular person ning answered questions and made his expertise became apstatements His parent to all in the courtroom presentations and exhibits were precise and extremely professional His demeanor portrayed what is expert in the field of police identification Born in Fort Worth Texas Jim Masner moved to San Bernardino California with his family when he was a child There he remained until he following high school graduation enlisted in the Navy When Jim’s tour of duty was completed in 1969 he returned home and went to work as a dispatcher for the San Bernardino Police Department After six months he joined the force as a sworn patrolman and began workas his ing in the same department father (The Masners were the first team in San Bernadino) After becoming a sworn patrolman schooling was required Six days a week for eighteen weeks Jim attended the Sheriff’s San Bernardino County Police Officers Academy for basic training Following graduation he was assigned to the police patrol division and graveyard shifts an assignment that continued until 1971 As a patrolman Jim was frequently involved with the identification technician As the two worked together Jim observed questioned and talked with the ID person An interest was instilled and the young patrolman began to read everything he could get his hands on about photography and fingerprinting He was “off and running” Reading and learning increased Jim’s desire for more knowledge First he attended and graduated from city’s photography and fingerprinting course The next step was San Bernardino County’s school in the same field Then it was on to the FBI for more schooling Today having successfully completed both the basic and advanced courses he is a certified FBI trained identification expert in photography and fingerprinting for the Working in identification police department provided satisfaction for Jim and he advanced in the ranks He was second in line to become a sergeant However he was injured at work and his life changed The injury meant he could no longer be a policeman in California A family decision was made The Masners packed their belongings and headed east fully intending to go to Colorado Polipe work was put out of their minds for Jim had other ambitions such as having his own business They got as far as Scipio Utah looked around and settled in Holden o Just one square 0 0 inch of “We’ve never regretted our move” Jim said lately 1971 Sheriff Ed On December es Phillips hired a new Masner Working together Ed became aware of Jim’s knowledge and expertise and eventually the civilian dispatcher and the Sheriff set up a dark room in the rear section of the old jail in Fillmore That’s when the local fingerprinting and photography began As time passed and Jim again workhe became more ed in identification ambitious to get back into the field full time About a year and a half after he was hired as a dispatcher there was a vacancy in the Sheriff’s Department and Jim was hired Today Jim is a patrol deputy with the Millard County Sheriff’s Department As such he shares responsibilities with the other deputies He is also in charge of identification which entails fingerprinting collecphotographying ting evidence and assisting with crime scene investigations He also does some field testing on narcotics If ID work is needed Jim Masner is called Working under the direction of Sergeant Robert Dekker Jim handled all identification work for the Sharon Sant murder investigations He helped collect did fingerprint evidence analysis packaged and transported and prepared charts and evidence photography displays for courtroom the sun's surface shines with use His work was thorough According to Jim fingerprinting is an exact science and that is what him Fingerprints are developed by the third or fourth month in fetal life and no two are alike “Jigsaw puzzles are no longer fun for me” said Jim “I like working with humans in identification” New techniques and information in the field of identification continue to develop And Deputy James Masner He continues to study and learn belongs to the International Association of Identification which holds annual conventions in various places all over the world The meetings provide for meaningful sharing opportunities of ideas in polygraph speech analysis and all kinds of fingerprinting-aidentification In the recent past Jim has attended training sessions in Virginia and Salt Lake City Last year he spent a week at the FBI Academy in Quantico SymVirginia for the International posium on Latent Fingerprinting states and fourteen countries were represented Those attending were there by invitation only!
