Pahvant Valley Serving Utah’s Great Delta Utah $1800 In out ol months $1000 (In Advanea) Senior Citizens Copy 50 (65 and older) $1500 Mule Days are a hit by Evelyn Mallet The second annual Millard Mule Rendezvous is now history but it will be long remembered in the minds of the many participants as well as those attending the various events Friday and Saturday Some 1000 people watched while mules owners and riders went through their paces during the two day activities More than a year ago a few public spirited men from Kanosh realized Millard needed County something to promote its great potential They came up with a Mule of an idea and Millard Mule Rendezvous was born Since it proved successful last year they expanded on it by adding a few more events to the program and giving away three worthwhile prizes- -a trip to Bishop CA Mule Days a halter and a saddle blanket Saturday’s parade featured 53 mules vehicles including three and seven buggies Grand Marshall was Lee Nelson author of the Storm Testament books who led the parade along with queen Patti Rasmussen and her attendants Marie Fowler and Tina Miller Several riding groups including a number of young 4H members also rode in the parade A couple of teams pulling wagons were decked in beautiful silver mounted harnesses Some of the finest mules in the states of Utah and Idaho were among those participating in all the events Utah Ben Tanaka of Tremonton was the announcer and auctioneer and did an outstanding job keeping people informed and adding a little humor when some of the events were time consuming As an auctioneer he is one of the best Humorous evenfs that added spice to the show were the Musical Tires where and mules scrambled to contestants claim a tire and usually ended in a t fight which kept the audience laughing loudly The mule braying contest appealed to the children which they seemed to entrants all under excel in At least 12 years of age brayed their best A won with his most authentic sounding bray and captivated the entire audience The delighted winner was Van Mitchell of Fillmore An unexpected bit of humor came train of mules accidenwhen a from their tally became separated owner before coming into the arena Mules and packs with their contents scattered in all directions and so did the in county $1800 out of County USPS 0 Vol 78 No 10 Sept 10 1987 Is education free? Free education is a misnomer in the state of Utah There are indeed fees charged for students in grades nine through twelve the high school years The schedule of fees for Delta High School was published in the Chronicle Progress on Thursday August 20 1987 The Millard Board of County Education established one new fee this year It is the Participation Fee and it is charged to students choosing to participate in sports According to Dr Kenneth Topham Superintendent of Schools the Board decided on this fee due to the rising costs of sports equipThe money collected ment will therefore help defray expenses The Participation Fee is $10 per sport for football basketball wrestling volleyball baseball and track However the maximum paid per student will be $30 That means that if one is involved in four or more sports heshe still only pays the maximum $30 The $20 Activity Fee has been questioned by some parents This fee entitles a student entrance to all school the year Monies games throughout collected go for the sports’ programs in the school A Class Change Fee of $5 will be class for a charged schedule change made by a student According to Board policy “No charge will be made if the change is the result of a school error is necessary to keep a student on schedule to graduate is initiated by the school for balancing class loads is initiated so that the student is properly placed in classes geared to hisher ability is a recommendation of counselor or administrators initiated to place the student in a special program” Other fees for which students are assessed are Book Deposit Lab Typing Chorus and Band Seniors wishing to participate in graduation exercises will be required to rent the approved cap and gown At all grade levels students may be requested to provide materials for projects The Millard School District Policy specifically states that “No present or former student may be denied receipt of transcripts or a diploma for failure to pay school fees other than a reasonable charge made to cover the cost of duplicating or mailing” Travel expenses for performing school groups during the regular school day or trips made by classes during the school day that affect the class grade will be paid for by the district andor the school Fees for uniforms for drill teams sports teams choirs orchestras etc must be approved by the Board of Education a There can be when necessary waiver of fees “Fees as identified by the Millard School District Board of Education will be waived in accord with Utah State Board of Education standards for students whose parents or legal guardians are the recipients of public assistance in the form of Aid to General Relief Dependent Children Supplemental Security Income Foster Care or other benefits provided the through Department of Social Services due to a limited financial ability within the family (The receipt of andor unemployment compensation free or reduced price school lunches does not constitute Antimony Utah It sold for $750 and the money remains with the Com Creek Mule Association for the Rendezvous Jeff Spencer of Kanosh donated the breaking of the mule when it is old enough Chairman of the Rendezvous Dean Perkins of Kanosh and President of the Corn Creek Mule Association was presented with a silver belt buckle for all his many efforts in organizing the entire The buckle was activity Millard County and Fillmore in the forefront bringing in a certain amount of good notoriety and business It is also an cellent type of sport and activity for young and old participants plus quality Millard County Sheriff’s Office reported that a plane crashed on Monday September 7 1987 at approximately 1:15 pm Pilot Jason Buchs 30 his wife sister Janet 25 and his 26 Tracy boarded their Cesna 310 engine aircraft in route from Salt Lake City area the California to Upon reaching just south of Delta near the Jeffery Dairy their plane experienced engine and crashed All three problems passengers survived the crash and were transpoited to the Delta Community Medical Center From there they were taken by lifeflight to Salt Lake City The exact cause of the problems has not yet been determined on page 4 Sheriff gives an overview of Millard County Public Safety The following report was prepared by Millard County Sheriff Ed Phillips Millard County consists of 6805 square miles and has an approximate population of 14000 people The prinThere is ciple industry is agriculture some mining and a newly completed 1500 megawatt coal fired generating plant There are ten incorporated cities and towns and several populated unincorporated areas located throughout the county Millard County is traversed by Interstate highways 15 and 70 US Routes 6 and 50 and State highways 257 and 21 The Union Pacific Salt Angeles rail line also runs through the county The Millard County Sheriff is a publicly elected county official charged with the law enforcement and other public safety needs of the citizens of Millard County He soley is responsible for the operation of the Sheriff’s Office and related functions The Millard County Commission plays a very intricate role in providing for the public safety services in the county The County Commission must provide for the funding of all county related functions and must prioritize funding based on the available resources and on what services are provided for and at what level they are to be provided Some services such as public safety are mandated by law and must be provided for In order to make the necessary decisions required of them it is imperative that the County Commission be involved in and kept updated in the operation effectiveness and planning of all county offices and departments The Millard County Sheriff’s Office serves as the chief law enforcement and public safety entity for all of Millard County with the exception of Delta police City which maintains a department and is the only other local law enforcement agency within the Office The contracts Sheriffs county to provide police services to Fillmore towns are City Other incorporated served by the Sheriff’s Office on an or general coverage basis There have been some isolated criticisms of increased numbers of officers but when the actual numbers are counted and put into proper perspective the facts indicate that in fact there have been no increases in total numbers officers in East Millard of County and just a minimal increase in some West Millard to accomodate has occurred the past few that growth years in that area of the county The Sheriff’s Office is located in Fillmore at the County Jail The staff sixteen sworn includes the Sheriff five dispatchers and three deputies clerical and secretarial staff members Sworn personnel are required by state statute to be trained and certified as law enforcement officers and must maintain a minimum of forty hours of certified training per year Deputies at the present time are also trained and certified Emergency Medical Technicians enhancing their abilities to respond to life threatening situations The recognized and accepted standard for police service in Utah as well as nationally is 19 officers per 1000 population During the 1970s the local consisted of law enforcement make-uthe Delta City Police Department with four police officers and one Fillmore City operated with officers and one four Hinckley Oak City Kanosh Meadow Holden and Scipio all had marshalls The Millard County Sheriff’s Office consisted of the Sheriff three deputies and one Changes in Utah law enacted by the legislature in recent years have steadily increased the required duties of local law enforcement and at the same time re'laced training and certification quirements at a level to where it has become absolutely cost prohibitive for the small towns to maintain marshals into two separate If separated populated geographic areas looking at total numbers of local law enforcement officers during the 1970s West Millaid County had seven police officers and three town marshalls The current number of officers in West Millard County combining the Sheriffs Office and Delta City Police Department is ten Looking at east Millaid County during the 1970s there was a total combined number of six officers one and four town marshalls The current number of Sheriffs patrol officers in East Millard County totals five The Sheriff and one work detectiveinvestigator assignments throughout the county This data indicates that during the 1970s with a population of 9600 Millard County was being served by officers per 1000 residents At the present time with a population of 14000 we have a ratio of 12 officers per 1000 residents or slightly fewer officers per population than was experienced during the 1970s The Sheriff is assisted in his duties whose by one Detectiveinvestigator principal assignment is to conduct follow-uinvestigations on all serious crimes and criminal activity in felony Millard County There is a patrol crew consisting of one sergeant and four deputies assigned to the Delta providing Sheriff’s Office services to the Delta area and west Millard County including the towns of Hinand Oak ckley Lynndyl Leamington City Another patrol crew consisting of a Sergeant and four deputies is assigned to Fillmore City and east Millard County including the towns of Scipio Holden Meadow and Kanosh Fillmore with the City contracts Sheriff's Office for the service of two from this crew The jail staff deputies consists of one Sergeant and four deputies to provide coverage to the County Jail Prior to 1983 Millard County had not operated a jail for many years Due to increased numbers of in mates it became logistically difficult and cost prohibitive to continue housing inmates in other jails outside of Millard County Millard County currently operates a county jail with a daily county inmate average pf 13 If these inmates were housed in other jails outside of the county at the current rate of $3000 per inmate day Millard County’s cost would be $39000 per day plus costs Under a contract transportation with the State of Utah Millard County is currently housing 20 state prison inmates at a rate of $30 00 per inmate day generating a revenue for Millard County of $60000 per day There is a current staff of five deputy sheriffs assigned to staff the county jail giving coverage as required by state and national standards These deputies assigned to the jail live in the east Millard area and may give the elusion to local citizens of a larger Sheriff’s patrol staff than actually ists but their exclusive assignment is to Personnel the county jail reassignments occur from time to time when a deputy working in the jail is assigned patrol work and the one assigned to patrol is assigned to the jail Specialty training in the Sheriffs Office includes a trained and certified polygraph examiner crime scene ID and fingerprint expert trained photographers special police service aircraft pilot dog and handler perienced and trained investigators special correctional and jail trained officers and Police Officers Standards and Training certified law enforcement instructors The emergency dispatch service provides dispatch for the Sheriff’s Office Delta City Police Utah Highway Patrol and all fire and ambulance services in Millard County The dispatch crew consists of a supervisor dispatcher and four dispatchers The supervisor also coordinates the computer services for the Dispatch Jail and Sheriffs Office Dispatch personnel are trained and certified as emergency medical dispatchers as required by state law Dispatchers are also extensively trained in computer communications and operate jail control systems The l staff consists of the Sheriff’s manager a records clerk and a financial clerk The clerical staff has received extensive in records training management and computer operations In recent years there has been a sharp increase in activity requiring the volvement of local law enforcement Rural areas such as Millard County are now experiencing the type of criminal activ ity that used to be confined for the most part to urban and metropolitan areas Records indicate that during the years 1975 through 1978 there were four felony cases filed and prosecuted in Millard County District Court Current statistics indicate that a number of telony cases are now handled in District Court on a monthly basis The Millard County Sheriff’s Office has taken a verv and aggressive posture in addressing the current work load and in planning for the future Encouraging the reporting of crime or suspicious activity crime prevention programs positive contacts with the youth at an early age with continued school programs are just a few examples of some things that are being done on a continual basis The Sheriff’s Office duties and services are numerous and are required 24 hours per day Most duties are mandated by Utah State Law or local orGeneral dinances duties of the Sheriff’s Office are as follows: Keep the peace 2 Investigate all reported violations of the law 3 Investigate all unattended deaths 4 Maintain and operate the County Jail 5 Serve all civil and criminal process 6 Make all lawful arrests Ultimate responsibility for all fires unincorporated areas of the county Patrol highways and county roads traffic safety and maintaining vestigating accidents 9 General patrol work to insure public safety and the protection of public and private property 10 Attend court as needed to testify for the prosecution of persons charged with law violations Provide baliff and court security services to District Circuit Juvenile and Justice Courts 12 medical Provide emergency assistance as may be needed 13 Respond to and coordinate all acor natural tivities related to disasters 14 Provide general assistance and aid to all citizens when needed 15 Manage inmate work programs trash dump (i e grounds maintenance cleanup etc) 16 Transportation of all criminal and mental subjects 17 Transportation of juveniles to and from detention centers 18 Provide for and conduct search and rescue operations 19 emergency Operate dispatch semces for law enforcement and fire ambulance services 7 in 8 departments 20 Maintain files and records of all Sheriff’s Office activities 21 Bill for Sheriff’s civil service and county ambulance
