Show 18th Legislature of the State of Utah State Capitol The Special Session of the Legislature passed tve:it-y six pieces of leii-slatioa to be added to the laws of the sate and adjourned with the congratulations of Governor Dern for their work. The acts passed included the new j proposed constitutional amendments i which are to be submitted for the consideration con-sideration of Utah voters at the fall election next November. The principal features of the program pro-gram of ti revision recommended by the tax revision commission are Incorporated In-corporated in the acts of the Special Session. Below is a list of the legislation as passed by the Legislature: S. J. R. No. 2 by Ryan Proposing a constitutional amendment to create system for classification of property. S. J. R. No. 3 by Ryau Proposing a constitutional amendment creating a state tax commission. S. J. R. No. 5 by McCarthy Proposing Pro-posing a constitutional amendment for a mine tux moratorium of five years and thereafter providing for assessment as-sessment of mines as other tangible property. H. C. M. No. 1 by Burton Memorializing Memor-ializing Congress to amend the federal feder-al bank tax act. S. C. M. No. 1 by Dillman Memorializing Memor-ializing the interstate commerce commission com-mission to guard the rights of the Craig and Salt Lake City railroad rail-road in the use of the Moffat tunnel. S. J. R. No. 0 by Irrine Proposing a constitutional amendment to allow the legislature to fix the manner of filling the vacancies that may occur In the Utah Legislature. H. J. R. No. 9 by Smoot Proposing a constitutional amendment to permit the removal of the state prison from Salt Lake County. H. J. R. No. 10 by Jorgonsen Proposing Pro-posing amendment of two constitutional constitution-al amendments submitted by tho regular regu-lar session to provide for a $5 educational educa-tional equalization fund. S. B. No. 3 by Candland Directing the board of equalization to continue studies of tax revision commis3icn. H. B. No. 1 by Lcatham Appropriating Appropri-ating 525,000 to cover expenses of the special session.. ' S. B. No. 1 by Ryan Appropriating $50,000 from state road funds for the paving of roads on Cap'.tol grounds. H. B. No. 2 by House' committee Amending the building law and appropriating ap-propriating $75,000 additional for building at the mental hospital. 'B. B. No. 2 by Irvine Appropriating Appropriat-ing $15,0CO for continuing improvements improve-ments at State Capitol grounds. H. B. No. 5 by Leatham Appropriating Appropri-ating $12,000 to pay the costs of publishing pub-lishing proposed constitutional amendments amend-ments and $10,000 for the expenses of the governor's conference to be held in Salt Lake City next summer. . S. B. No. 5 by Candland Repealing the law for preparation and distribution distri-bution of statements on proposed con- stitutional amendments to voters. H. B. No. 8 by Burton Amending cigaret tax law to provide for state Issuing licenses to dealers instead of cities and covering the revenues on licenses into the state funds. H. B. No. 9 by Fuller Amend-oleomargarine Amend-oleomargarine tax law to provide for state Issuing license dealers instead of cities and covering the revenues from licenses into state funds. S. B. No. 7 by Irvine Amending law for special elections to provide for calling elections to fill congressional congres-sional vacancies at the same time as the next general election. S. B. No. 8 by Dillman Authoriz- ing the university regents to increase 1 the tuition a maximum of $10 per year to complete the Union building. In a closing message Gov. George H. Dern congratulated the lawmakers on their success in making the first moves toward a complete and accurate accu-rate revision of the Utah tax system. Gov. Dern expressed confidence that the people will approve the proposed amendments and make it possible for the next legislature to put into effect a revised tax system that shall decrease de-crease existing inequalities and thus promote justice and contentment. He thanked the legislators for their cooperation co-operation with the executive branch nnd announced that he had no further legislative business to present to them. The three constitutional amendments amend-ments as passed provide far the classification clas-sification of property and the limitation limita-tion oi" income taxes : the setting up of a state tax commission of four members: mem-bers: the setting up of a system of mine taxation with a four year moratorium mora-torium during which the present proceeds pro-ceeds nru'tip'iO of three system shall not be changed. On S. J. R. No. 2 in order to clarify the questions involved ail reference to drainage was deleted from the provision pro-vision for exemption for power plants or power transmission lines and other property furnishing power for pumping pump-ing irrigation water while the livestock live-stock clause was amended so as to make it possible for the Legislature to determine the method of taxing transient livestock as well as livestock being fed for slaughter. It is also specified in the resolution that the rate limitations of 5 mills oa intangible property or a"'maxiinura of 6 per cent on the personal Income tax and 4 per cent on the business income tax shall remain until January 1. l!)o7 and thereafter shall be changed by law on a majority vote of the Legislature. Leg-islature. The revenue from the income and intangible property tax shall be allocated allo-cated three-fourths to the state district dis-trict school fund and one-fourth to the state general fund under the plan of the proposed auieudmsut. |
