It has long been known In diplomatic diplo-matic circles In Washington that tho principal allied powers wero preparod to go far toward meeting any desire of, the American government for changes In tho plan of the covenant, but It has been stated In at least ono quarter that such, changes must In no caso violate the underlying principles of tho convention. Diplomats generally do not believe that such changes could be made by reservations such as were proposed In the so-called Lodge plan. In their opinion, amendments wouhl be neces sary, requiring the approval of the signatory powers. Another matter that will engage tha attention of Ambassador Jusscrand Is the status of the commercial relations between the United States and Franco under existing treaties. France last spring pave notice to all powers with which Mie had commercial treaties of tho tcrmlnttlon of theso conventions.
