Show Page, 4A South Edition Lakeside Review Wednesday, October 3, 1984 Editorial Layton Must Now Consider New Form of Government For many years, the Layton Qity government has served as a model for other, smaller cities. Its successes have included the location of the Layton Hills Mall within the city, the annexation of East Layton and council with various departments supervised by department managers who reported to the mayor or his assistant, Heaps. Under the most often outstanding recreation and manager would be hired to diy rect the operations of the city. That person would report to the city council and mayor and would supervise department heads. Those elected representatives who comprise the city council are part-tim- e city politimanagers, part-tim- e cians and often busy with other activities. A city the size of Layton needs a city manager -- - a person whose full-tim- ca- e reer is managing city operations. Under the city managercouncil form of government, larger cities have developed economically in an organized manner. It is time now for Layton to follow the example set by other cities. For so many years, Layton has served as a model. If proper changes are made, it may continue to be respected for many more years to come.
