The Public Service Commission consists of one Republican and two Democrats who are appointed to terms. The commission is staffed staggered by 15 employees. The Public Service Commission, which began . operation in 1917, regulates all business utilities in Utah. That includes 17 phone companies, 1,100 intrastate transportation companies mostly trucking one sewer company, and the electric and gas companies. The largest company the commission regulates is Mountain Bell. - Electric companies that began springing up around the turn of the century helped prompt formation of public service commissions in the United States, Irvine said. . He said that in Chicago, from 1900 to 1912, 37 electric companies sprang up. Many of these companies ran parallel lines in competition with each other. Of those 37 companies, three or four survived, he said. The problems of granting rights-of-wa- y and other allowances were part of the reason the companies themselves asked for some type of regulation. The council said that the businesses are already restricted to- - conditional use and that they can not operate the machines on Sundays and other hours. Alward said that a conditional use permit can be reviewed every year while a city ordinance cannot. A city ordinance would not leave that up to debate, he said. Other questions Alward brought up included whether it should be the responsibility of businesses to enforce curfew, which the ordinance implied. He also asked why the council chose the age of 18 as the age one had to be to play the games during certain hours of the day. Also, he said, there are no provisions for school holidays or brief vacations in the ordinance. Mayor Gar Elison said the whole question of language in the ordinance needs to be looked at. He asked if Alward would recommend a model ordinance from other cities. Councilman David T, Sanders asked if the games were any different home electronic TV games. Alward said they are notr i Brent Howard, manager for Stores in Utah said the ordinance needs to be better defined. But since the oil embargo in 1973 and the formation of OPEC, the prices have skyrocketed. He said it was the same for natural gas companies. Both are sensitive to inflation and interest rates. They go up, he said, when the price of oil goes up. Kaysville has its own power company and since it is d a company it is not regulated by the commission, he said. Bountiful is the same way, he said. Bountiful customers pay about half what Utah Power and Light is charging because the city bought electricity from federal projects some time ago. It now gets power at prices Utah Power and Light cant compete with because the city is tied to old rates while UP and L has to keep building more expensive plants, and raising prices to pay for them, he said. Utah Power and Light has the highest rate of return of any electric company in the country, he said, yet stock values are declining. The reason for that, he said, is because of the tremendous rate of growth in the area, growth that the power company is having a hard time keeping up with. He said the power company must borrow money at 16 percent but is only returning 9 or 10 percent. That's the rub, he said.
