It was decided the easy area to reduce the budget was in the expenditures for gas, oil, and automobile repairs. Protor said the deficiency had mainly come about because the budget was figured with a price of 85 cents per gallon for gasoline, so we were going in the hole every time we bought a gallon of gas ," Proctor said. In the first three months of 1981 Proctor said, 2,607 fewer traffic citations had been issued than during the same period one year ago. Accidents recorded in 1980 compared to the same time during 1981 were up by 23. Proctor said the ratio of the types of accidents has remained about the same with no increase in serious accidents. He said there are just more accidents. He credits the increase in accidents to the fact that the patrolmen are not as visable due to the cutbacks. Theyre not out there being seen. During the past months the officers have spent more time in the office in training and less time on the road. He said they fourth largest telecommunications country, Hill's Gaffes Open at required to get 40 hours per year of training, and in the Davis1 County section of the Highway patrol Proctor said the men will average 160 training hours in 1981.
