Show Council Post Sought in Bountiful BOUNTIFUL Roger Winslow year seat on is running for a four the city council. Winslow was appointed to fill a vacant seat on the council in January. BUDGE, former East Layton city councilman is making a bid for a council seat in Layton City. Budge feels areas of interest to residents in Layton include: orderly development within the city, the proposed waste disposal energy recovery complex, county library system and sewer district. mumicipal election. Winslow says the hottest issue right now is the redevelopment agency, he says hes in favor of the downtown mall concept, I think we need to do something in downtown Bountiful. He says he thinks that a mall will be built in Centerville if it is not built in Bountiful "and I think it would be a mistake. Somehow we need to give downtown Bountiful a shot in the arm. So far the only idea to revitalize the downtown area is a downtown mall .and there havent been any other proposals from anyone. Winslow also says the city needs to do something about BARD, Bay Area Refuge Disposal, the citys landfill. He says a solid waste disposal plant may be part of the solution, but that the city also needs to find a long term solution. Another problem Winslow sees facing Bountiful city residents is the problem of a low tax base. He says the city needs to increase its sales tax base, otherwise residents are going to have to pay more for city services in the future or take a big cut in services. Winslow says he is concerned what the community will be like down the road ten years, twenty years. Im trying to look forward to Bountifuls situation 10 or 20 years down the road.
