Show Bountiful Candidate Not to Mall Roy Man Seeking Spot on City Council ROY Lavar Smith is running for a seat on the Roy City Council. Smith wants to see that all parts of Roy are used efficiently. He says "there are too many open spaces between subdivisions in the western part of the city and the city is paying for sewer and water lines that run alongside open fields. Smith would work to improve and expand the business section of Roy thereby expanding the tax base. He would be continually seeking to upgrade services and be of assistance to all those involved in city government. If elected Smith would be a e councilman and would become totally acquainted with the pros and cons of all decisions that he would need to make as a council member. Smith has been a resident of Roy for 25 years. He has been a businessman in Roy for 20 years. He was a charter member of the Roy Chamber of Commerce. He is now working at Stewart Auto as a car and truck parts salesman. Smith and his wife Delores have four children and two grandchildren. Ulibarri supports elimination of the utility franchise tax by revitalizing Roy Citys business potential thereby increasing the citys share of sales tax revenue. Ulibarri wants to see the continuation of Roys excellent basic services of fire and police protection, streets and roads service, paramedic and ambulance service. Ulibarri is working for a permanent facility for the senior citizens of Roy and will work for the continuation of the exemplary recreation program for the children in Roy. Wright wants to see the systematic and planned growth of Roy City through completion and update of the Roy City master plan. Wright wants economical and frugal use of Roy citizens tax dollars with the level of service to be . determined by all the citizens of Roy. . She said she is not yet committed to a downtown mall, but would first like to see the results of a feasibility study which is being conducted to determine whether or not the mall should be located in downtown Bountiful. She has been appointed by Gov. Scott Matheson to the Utah Constitution Revision Committee to revise the Utah constitution; is on the Jordan River Parkway Foundation, an organization working to develop a parkway along the Jordan River; serves on the Utah. State Juvenile Court Board and has worked with youth for many years.
