We find it somewhat curious that they now want to negotiate a system they earlier agreed to, Hardy said. The conduit system would allow for a two way communications system throughout the entire city, Hardy said. It would also provide remote meter reading for the power and waiter departments. That would mean the city would not need to send out meter readers to read individual meters, Hardy said. The communications system would also help with home security. We could lock all the homes in the city into an alarm system, Hardy said. There is also another advantage. Hardy said the system could help to control the electrical power load used in the city and people could be billed according to when they use power. It would cost more to use power during peak usage periods, he said. He said the two way comwhich munications system could be put into operation if the cable company uses the citys underground conduit cable to install the companys cable TV is not a negotiable .system item. Magness said the cable company has had many difficulties to overcome in installing the cable TV system in Bountiful. city-wid- e BOUNTIFUL Wasatch Community TV has installed 90 percent of the aerial cable for the companys cable TV system in Bountiful. However, only 45 percent of the system has been activated. ' None of the underground cable has been laid yet, according to Mike Robinson, assistant manager of Wasatch Communi- ty TV. Robinson said 70 percent of Bountiful is served by the aerial cable, while 30 percent is served by underground cable. The company has signed up 498 subscribers in Bountiful so far. TV . Kim Magness, company general manager, said the rest of the aerial system is ready, but there are some problems that (still need to be rectified. One of those problems is a $17,000 payment to the Bountiful City Electric Light and Power Dept. The payment must be made before the power department will turn on the power to activate the rest of the aerial system, Magness said. He said the payment will be made by the middle of the month. Councilwoman Phyllis South-wic- k said she has received many phone calls from constituents. asking why the cable TV system is not ready yet. , Robinson said that after the aerial system is turned on by the citys power department, the company could have cable. TV in homes along the route served by aerial cable within 60 days. ' With the underground system, Magness said the cable TV company has hit a stalemate. He said the cable company needs to negotiate with the city to straighten out the problem. Magness said the design of the citys underground conduit system is not consistent with the design of our system. ' But City Manager Tom Hardy said the cable company has yet to conduct tests on the citys conduit system to see if it can be used by the cable company. ' The city would like the conduit system used for two reasons, Hardy said. With the conduit system, the cable company would not need to dig open trenches across residential property. With the trench system, V the cable would need to cross , the street, which would mean the cable company would need to dig up the road. The trench system is not the most efficient routing.
