The council wanted to be sure that the new city building is totally debt free, said Kirkwood. The audit shows almost $3 million in revenues, approximately $372,000 more than the budgeted amount. Expenditures were $2,386,879, an amount $371,314 less than expected. Much of the surplus revenue consists of funds reserved for special needs such as road construction sewers, and park de Review Correspondent ROY Joggers in Roy will be able to concentrate on their pulse rate instead of dodging cars and trucks if the Roy City Council approves a jogging path alohg railroad tracks from 4800 S. to 4000 S. - Roy City Planning Commission Chairman Jack Seamons recommended that the council establish the path for both cy; cling and jogging. The path would join to a jogging path encircling the citys new West Park. We have a golden opportunity now as this area develops to let contractors know our plans in advance, said Seamons. City Manager Richard Kirkwood noted that the design for the path is already in Roys master plan. Its a practical issue at this point. The council needs to decide whether we should purchase land for the path, or make building permits conditional so developers give the land to the city." Developer Delgarn Smith said lots in the area were planned with deep backyards. Theres no problem with a five to 10 foot right of way, but I do see a potential maintenance problem. The path wont magically take care of itself. It could just become a weed patch. In response, Seamons said the city would have tq commit future funds to the path for maintenance and decide if it will be asphalt or dirt. Council members decided to delay making a decision until after a city wide fact finding tour scheduled for Nov. 19; ROY Roy Citys budget is on target and its accounting records are in excellent condition according to a recent audit of fiscal year 1982-8by Crouch, Davis and Associates. Revenues exceeded expenditures by over $600,000 leaving the city $247,000 in unrestricted funds. This money will be held for needs related to the new city said City Manager building, Richard Kirkwood. He said the surplus funds are a 3 . 5A velopment. Included are state funds and grants. Unlike last year when sales tax revenue was down, the 1982-8- 3 audit shows a $5,000 increase. Revenue from building permits is up $22,000. a reflection of Roys high construction rate. Another contributor is a $13,000 increase in ambulance revenue. As more people use Roys ambulance service, our income increases.
