first assistant postmaster general called the attention of postmasters to the importance an beof ot making the aie necessary arrangements range ments to handle the christmas mill mall emphasizing the need tor proper organization or pt post oklie forces and the encouragement of early mailing in this connection postmasters are again reminded of the need tor for proper pj oper preparation of christmas mail to ihla ibis end they should earnestly seek and develop the cooperation of their patrons urging particularly observance of the conditions condition set forth below this information tor for the guidance of mailers in preparing their christmas mall mail should be disseminated as widely as aa possible postage prepay postage fully on all mall mail matter the rates are as aa follows first class letters and written and sealed matter 2 cents tor for each bach ounce government postal cards 1 cent each private greeting cards in this form I 1 cent each air malk five cents for the f tk arst bt ounce and 10 cents tor for each addi lonal ounce or traction fraction thereof second class newspapers magazines sand and other periodicals containing notice of second class entry 1 cent ant c tor for each 2 ounces or traction fraction biot weight or distance third class limit 8 ounces circulars and other miscellaneous printed matter also merchandise 11 1 h cents tor for each 2 ounces books including catalogues cataloguer catal of 24 pages or more seeds cuttings bulbs roots scions and plants 1 cent tor for each 2 ounces bulk lots of identical pieces of third class matter may be called at special rates under conditions which may be ascertained train from the postmaster fourth class over bounces 8 ounces merchandise books printed matter an and d all other mal lable matter not in first or second class addresses address all matter plain and completely in ink giving street address or box or rural route roue number whenever possible pla place ce senders benders return card in upper tag la Is lost packing and wrapping pack articles carefully in strong durable containers t ta r wrap parcels secure securely ay but do not seal them except when bearing a printed label or andoy christmas this being per emitted in order to encourage early mailing written greetings such as aa merry marry christmas happy now new year with best wishes and names numbers or symbols for the purpose letter postage do riot not letters in parcels as aa doing so would subject entire parcel to letter postage communications prepaid at the first class rate may be sent with parcels prepaid at the third handling and transportation transport aton accorded first class mall mail but not special delivery upon payment in addition to the regular postage of the following charge up to 2 pounds 10 cents oyer
