Show Panguitch Commends Excell For 2001 Baseball I Complex Tournaments PANGUITCH Present for the regularly scheduled Tuesday night meeting of the Panguitch City Council on Feb. 27 were Mayor Jon Torgerson, City Manager Man-ager Allen Henrie, City Recorder Cindy Johnson and city councilmen Denny Orton, Mack Oetting, Janet Oldham, Greg Payne and Rick Swanger. Also in attendance was Attorney Wallace Lee. Police Meeting A police meeting was held prior to the opening of the regular session ses-sion with Mayor Torgerson, Garfield Gar-field County Commissioner Maloy Dodds and Sheriff Than Cooper. Dodds reported on a meeting held earlier in the month with officials from both Escalante and Tropic towns. The county would like to see these communities share a deputy dep-uty and contribute funds to pay for this service. Tropic is also looking into setting up a Justice Court sys- tern. The county is planning to hire two new officers. Allen Henrie asked if a county officer would get with him to look at rights-of-way problems in Panguitch, Pan-guitch, street signs at city intersections intersec-tions and the speed limit signs at the east entrance into Panguitch. Sheriff Cooper reported that a backup system for pagers was now in place so the department should not have problems with pagers again. Denny Orton noted he would like to see more detailed reports from officers. Mack Oetting inquired about the bike safety program. Upcoming Meetings Announced Utah State RC&D Meeting Allen Henrie announced he would be missing the Mar. 13 city council meeting to travel to Price to attend the Utah State RC&D meeting there on Mar. 14-15. His expenses were picked up by RC&D. Main Street Convention Janine Fellows reported that the state of Utah will pay $1,000 toward to-ward her attendance, or that of any board member, at the Main Street convention. Annual Judicial Conference Justice Judge Russell Bulkley will be attending the Annual Judicial Judi-cial Conference held Apr. 18-20 in St. George. This is for all Judicial Judges in the state of Utah and surrounding sur-rounding areas and Bulkley can obtain ob-tain his continuing education hours that are needed to keep his certification. certifica-tion. , City Manager Conference i Allen Henrie will be attending the annual City Manager Conference Confer-ence held in St. George Apr. 2-4. City Clerk Conference Clerk Cindy Johnson will attend this annual City Clerk's Conference in Price on Apr. 18-20. City Treasurer Conference Panguitch City Treasurer Shirley Shir-ley Chidester will attend the annual City Treasurer Conference in St. George from May 2-4. Balloon Festival Janine Fellows was in attendance. atten-dance. Allen Henrie had been working work-ing with Fellows to obtain a price for committee insurance from Utah Local Government Trust. Fellows (See CITY COUNCIL on page 6A) CITY COUNCIL From Front Page is ready to send out invitations to the pilots for the June 30 through July 1, 2001 event. She requested a letter from the city stating that there was property available to host this event. The balloon committee is getting sponsors to pay for the event. The committee has decided not to run a power line but to use' a generator. Fellows asked the council coun-cil if they would commit a certain amount to help with the cost of insurance. in-surance. Baseball Complex Greg Excell was in attendance to discuss softballbaseball tournaments tourna-ments at the new baseball complex. So far he has lined up the following events: Coed Guys & Dolls (Softball) May 18, 19; Girls Fast Pitch (Softball) May 25, 26; D & E Mens Tournament (Softball) June 8, 9; Cal Ripken - Twelve & Under "(Baseball) July 7, 9, 10; E-Rec State Tourney - Men (Softball) July 13, 14 and Babe Ruth 13-Year-Old and 13-15 Year-Old Tourney (Baseball) July 16-21. Excell also discussed the possn bility of holding the Western Region Re-gion Tournament here. There are special rules and regulations you must abide by in conjunction with holding this type of tournament. The city needs to make certain they can meet those requirements. The maintenance crew is almost ready for MUSCO to come and set the poles, this will take place Mar. 26 or 27. Excell publicly thanks Mallard Cablevision for digging trenches which saved a lot of time. Councilman Denny Orton in turn, thanks Excell for his conscientious consci-entious efforts. 2001-1 Resolution Panguitch resident and business owner Harshad Desai was in attendance atten-dance to discuss Resolution 2001-1 pertaining to the fee the city charges for GRAMA requests. Mayor Torgerson invited Desai to come and explain to the council what his concerns are regarding the resolution. Desai stated that he feels the city should contact him and set up an appointment to meet with him to discuss his concerns. Mayor Torgerson responded to Desai, telling him that he has offended, of-fended, insulted and made inflammatory inflamma-tory remarks about and to city employees. em-ployees. Rural Assistance Grant Allen Henrie discussed the Rural Assistance Grant. In the past, Panguitch Pan-guitch City has secured this grant for the Social Hall and the Business Incubation Center building. Only $20,000 can be applied for through this grant. The council discussed several options and Mayor Torgerson Torger-son felt it would be best to request these funds on a project which has sponsoring partners. A motion was made to apply for the Rural Assistance Grant for completion of the ballfield which would include chip seal and bleachers. bleach-ers. Fire Contract Allen Henrie discussed the fire agreement with the county clerk and passed that information on' to the council members. At the present time the city received money from the county which is determined by how many registered voters each community has. The fire contract con-tract issue was tabled until further information could be received. Jail WaterSewer Rates Mayor Torgerson and Allen Henrie met with the county commission com-mission to discuss watersewer rates at the new public safety facility. They presented the actual figures of usage to the commission. Mayor Torgerson said Panguitch City would not feel comfortable with less than $1,000 per month for those services. The county made a motion to pay the $ 1 ,000 figure. It was also noted there were a lot of sewage plug ups caused by the jail inmates. It appears inmates are putting things in the sewer that are causing serious problems. The' commissioners discussed with city officials the installation of a grinder at the facility which would help a great deal. Fairgrounds Rick Swanger expressed concerns con-cerns with the fairgrounds. He would like to see the grounds cleaned up before summer so it looks nice when the busy season hits. He also feels it need to be cleaned up more frequently which would include killing the weeds around the track and placing more garbage cans at the site. It was also noted that the city needs to encourage those who use the fair grounds on a regular basis to take some responsibility and pride and do some of the cleanup required. re-quired. Multi Purpose Events Center Riley Construction feels they will have this building completed by May 20. The events center committee is coming up with a lot of ideas for the center. There were 50 names submitted for the name the building contest. The name the committee selected was Canyon Country Complex and it will be called the Triple C Arena with the logo made out of the three C's. The council made a motion to accept that name and were informed the county commission also approved ap-proved the name as well. |
